Organizational Context

MONUSCO, established in 1999, operates under the UN Department of Peacekeeping Operations. Its mandate includes supporting the Democratic Republic of the Congo's efforts to protect civilians, reduce threats from armed groups, and combat sexual and gender-based violence. MONUSCO also supports stabilization by fostering functional state institutions, including security and judicial bodies. The mission aims to improve understanding of human rights violations and inform policy decisions on security force vetting and operations.

Job Purpose

The UNV Requisitions Assistant will support the MONUSCO mission in the Democratic Republic of the Congo, based in Entebbe, Uganda. Reporting to the Chief Acquisition Planning Officer, the role is crucial for ensuring the timely acquisition of diverse services and commodities essential for mission operations. The assistant will manage the requisitioning process, liaise with relevant units, and maintain accurate records. This position contributes directly to the operational effectiveness of the peacekeeping mission by facilitating the procurement of necessary resources, thereby supporting the protection of civilians and stabilization efforts in the DRC.

Responsibilities

The Requisitions Assistant is responsible for preparing and monitoring requisitions for a wide range of services and commodities, including IT equipment, vehicles, medical supplies, food rations, and construction materials, ensuring timely delivery according to the mission's acquisition plan. This involves prioritizing requests based on changing mission needs and emergencies. The role includes liaising with the UN Global Service Centre and internal units to confirm item availability and processing internal transfer orders for stock items. Maintaining databases of contractual agreements and updating stakeholders on assigned categories are key duties. The assistant will also oversee requisitions for service contracts and maintenance plans, ensuring sufficient funds and adequate lead times. Collaboration with technical units on specifications (SOWs, TORs) and with the Procurement Section on requisition status is essential. Performing local market searches for immediate needs and implementing mission policies and SOPs, including internal controls and record-keeping for audit trails, are also required. The position may involve supervising junior staff.

Work Experience

A minimum of five years of progressively responsible working experience in administration, budget, accounting, or finance is required. Experience in budget preparation, monitoring, and reporting is essential. Familiarity with SAP modules (Financial Accounting, Funds Management) or UN systems like Umoja is advantageous. Experience in humanitarian, development, or UN field operations, including coordination with vendors, is a plus.

Technical skills required encompass logistics, procurement, administration, and information technology. Proficiency in MS Excel, Word, PowerPoint, and Outlook is necessary.
