Programme Officer - Technology Transfer Policy
Organizational Context
The Asian and Pacific Centre for Transfer of Technology (APCTT), a subsidiary body of ESCAP, is based in New Delhi, India. APCTT supports member states in strengthening innovation systems for technology development, transfer, and commercialization. It promotes regional cooperation, policy support, and knowledge exchange, focusing on emerging technologies for climate action and sustainable development. The Centre is currently enhancing its regional programme to bolster technology transfer offices (TTOs) and related stakeholders across Asia and the Pacific.
Job Purpose
This role supports APCTT's strengthened regional programme on technology transfer, aiming to enhance institutional capacities, foster peer learning, and improve the evidence base for technology transfer policy and practice. The UN Volunteer will contribute to two key workstreams: the Technology Transfer Programme, focusing on capacity-building for TTOs and developing a regional TTO Network; and APCTT's research and knowledge product development, including the flagship Asia-Pacific Technology Transfer Report. The assignment will bridge programme implementation with evidence generation, ensuring lessons learned and stakeholder needs inform regional analysis and future programme design.
Responsibilities
The UN Volunteer will support the planning, implementation, and development of APCTT's technology transfer portfolio under the supervision of an APCTT Officer. Key responsibilities include: Technology Transfer Programme and TTO Network: - Assisting in designing and coordinating capacity-building activities (workshops, training) for TTOs and related institutions. - Supporting the establishment and operation of a regional TTO Network, including stakeholder engagement and activity preparation. - Liaising with partners to identify capacity needs and cooperation opportunities. - Contributing to mapping technology transfer institutions, policies, and support mechanisms. - Preparing substantive inputs for programme activities. - Tracking progress, feedback, and results for monitoring and reporting. Research and Knowledge Products: - Supporting the development of the Asia-Pacific Technology Transfer Report through research, data collection, and stakeholder engagement. - Collecting and analyzing information on technology transfer ecosystems, policies, and commercialization. - Drafting and editing analytical inputs, country profiles, and case studies. - Coordinating inputs from experts and supporting publication processes. - Developing knowledge products like policy briefs and TTO profiles. - Maintaining research files and datasets.
Work Experience
A minimum of three years of professional experience at the national or international level in technology transfer, innovation policy, technology commercialization, research and innovation management, capacity-building, or international development is required. Experience working with TTOs, universities, research institutions, or innovation agencies is highly desirable. Demonstrated ability in policy and programme research, data analysis, and synthesizing findings is essential. Familiarity with technology transfer processes and innovation ecosystems is an asset. Experience with generative AI tools for research and drafting is desirable.
