Capacity Building and Migration Coordinator
Organizational Context
Bangladesh faces significant climate change impacts, including extreme weather and slow-onset processes, leading to diverse human mobility patterns. The International Organization for Migration (IOM) implements Disaster Risk Reduction (DRR) initiatives in Cox’s Bazar, focusing on resilience and protection. This UNV assignment supports an EU-funded project enhancing migration management and reintegration services by strengthening national and sub-national coordination mechanisms, particularly District Migration Coordination Committees (DMCCs), to address challenges related to climate change, environment, and migration.
Job Purpose
This UNV assignment supports the IOM project "Strengthened Service Delivery Systems for Improved Migration Management and Sustainable Reintegration," funded by the EU. The role focuses on enhancing institutional capacity and coordination mechanisms for migration and reintegration services at national and sub-national levels. The incumbent will strengthen and institutionalize District Migration Coordination Committees (DMCCs) as key platforms for migration governance and reintegration support. This involves improving their operational capacity, facilitating coordination meetings, strengthening referral systems, and developing standard operating procedures (SOPs) to ensure services for migrants and returnees are delivered in a coordinated, gender-responsive, rights-based, and sustainable manner, fostering collaboration among various stakeholders.
Responsibilities
Under the supervision of the National Programme Officer, the UN Volunteer will review and update Terms of Reference (ToRs) and Standard Operating Procedures (SOPs) for District Migration Coordination Committees (DMCCs) and Migration Forums. This includes preparing registration documents for Migration Forums and liaising with authorities for endorsement. The role involves contextualizing IOM training modules on migration, reintegration, counselling, and gender, and designing training materials, plans, and guides. The UN Volunteer will facilitate Training of Trainers (ToT), workshops, and capacity-building sessions for government stakeholders and partners, ensuring training content is context-specific and gender-responsive. Responsibilities also include documenting training sessions, preparing reports and evaluations, and integrating cross-cutting themes like gender equality and inclusion into all activities.
Work Experience
A minimum of 7 years of relevant experience is required in migration, reintegration, governance, or development programming. Proven experience in designing and delivering training programs, including Training of Trainers (ToT) facilitation, is essential. Experience working with government institutions, UN agencies, or development partners is highly desirable, as is familiarity with adult learning methodologies and participatory training approaches.
Skills
Key competencies include teamwork, delivering results, knowledge sharing, accountability, and effective communication with diverse stakeholders. Strong planning and organizing skills are needed to manage multiple activities and events. The role requires a commitment to respecting diversity and inclusion, promoting gender-responsive and rights-based approaches. Integrity, professionalism, and adherence to UN and IOM values are essential. Expertise in migration, refugees, project management, programme development, and strategy is also required.
