Organizational Context

The United Nations Population Fund (UNFPA) is the UN agency dedicated to sexual and reproductive health. Its mission is to create a world where every pregnancy is wanted, every childbirth is safe, and every young person's potential is realized. UNFPA works to achieve universal access to sexual and reproductive health, realize reproductive rights, and reduce maternal mortality. In Benin, UNFPA provides strategic and operational support to the National Agency for Primary Health Care (ANSSP) to strengthen the health system.

Job Purpose

This role supports the strengthening of the health system in Benin by providing strategic and operational assistance to the National Agency for Primary Health Care (ANSSP). The primary goal is to optimize the diligent implementation of the Annual Work Plan signed with ANSSP. The position ensures smooth budget execution, secures the financial chain for projects, and accelerates the processing and justification of expenses. The incumbent will work at the interface of the financial teams of ANSSP and UNFPA, based at ANSSP, contributing to efficient financial management and project delivery within the health sector.

Responsibilities

The National UN Volunteer will be responsible for daily accounting management, including maintaining accounting records, registering financial transactions, and preparing bank reconciliations for support funds. They will conduct compliance checks on all expenditure supporting documents submitted by ANSSP before payment, reimbursement, or liquidation. The role involves budget monitoring, analyzing variances between forecasts and actuals, and recommending adjustments. The volunteer will prepare periodic financial reports (monthly, quarterly, annual) according to UNFPA rules and facilitate internal/external audits by organizing and archiving accounting documents. Additionally, they will provide capacity building to ANSSP technical and financial staff on UNFPA financial procedures to minimize document rejections.

Work Experience

A minimum of 3 years of relevant professional experience in accounting and financial management of development projects and programs is required. Proficiency in office tools, particularly Excel, and integrated management systems (accounting ERPs) is essential. Prior experience with a UN agency, international NGO, or in public health sector support projects is a significant asset. Basic computer skills (Word, Excel, PowerPoint) are necessary.
