Organizational Context
UNICEF's mission is to promote the rights of every child, everywhere, through its programs, advocacy, and operations, with a focus on equity for the most disadvantaged. Since 2012, Mali has faced a complex humanitarian crisis, increasing risks for children. UNICEF has taken on increased responsibilities for monitoring and reporting grave violations against children following the UN Security Council's Resolution 2690 and MINUSMA's withdrawal.
Job Purpose
This Information Management Officer role supports UNICEF's Child Protection in Humanitarian Action and the Monitoring and Reporting Mechanism (MRM) in Mali. The primary purpose is to ensure reliable, secure, and timely data collection, analysis, storage, and sharing. This will be achieved through effective management of systems like MRM IMS+ and CPIMS+, supporting evidence-based programming, coordination, advocacy, and interventions for vulnerable children affected by crises across Mali. The role is crucial for strengthening child protection responses in an increasingly fragile environment.
Responsibilities
The Information Management Officer will manage and strengthen MRM and Child Protection information management systems (including MRM IMS+ and CPIMS+), ensuring secure and timely data handling. Responsibilities include developing and updating data collection and analysis tools, supporting data collection for MRM programs, and producing relevant data visualizations and analytical documents. The role involves capacity building for UNICEF staff and partners on data management mechanisms and system usage. It also includes consolidating, analyzing, and visualizing MRM and Child Protection data to inform programming, coordination, and reporting. The officer will support monitoring, evaluation, and reporting of MRM and Child Protection activities, prepare situation reports, and document lessons learned. Additionally, the role requires providing ongoing technical support, managing information repositories, and promoting interoperability of information management approaches with other clusters and sections.
Work Experience
Requires 3 years of relevant experience in information management and child protection. Experience with Primero systems (MRM IMS+, CPIMS+, GBVIMS) and knowledge of the MRM are advantageous, as is experience with UN or international humanitarian organizations. Proficiency in statistical analysis, database management, and tools like Power BI is essential. Strong skills in Microsoft Office, data visualization, and oral communication are necessary.
Skills
Key competencies include accountability, adaptability, commitment to learning, communication, integrity, planning, professionalism, respect for diversity, and teamwork. Technical skills in data analysis, database management, and visualization tools are crucial. Experience in communication, advocacy, and public information is also highlighted.
