Organizational Context
UNICEF has been working in Venezuela since 1967, focusing on promoting children's rights and equity, particularly for disadvantaged and excluded populations. The organization collaborates with national and subnational authorities, civil society, academia, and the private sector. The current Country Programme Document (CPD) runs until December 2026, extended to December 2027. The assignment is in El Callao and Sifontes municipalities, areas marked by gold mining, internal migration, high school dropout rates, environmental degradation, and limited access to essential services, making them a priority for humanitarian and development action.
Job Purpose
This role supports the implementation of UNICEF's multisectoral programs in priority municipalities within Venezuela, specifically El Callao and Sifontes. The incumbent will facilitate local coordination with authorities, indigenous leadership, and community organizations. Key contributions include supporting program implementation in health, nutrition, education, child protection, and WASH (Water, Sanitation, and Hygiene). The position also involves strengthening on-the-ground monitoring to ensure timely and culturally appropriate service delivery in both mining-intensive and remote indigenous settings. This role is crucial for advancing UNICEF's mandate of child rights and equity in challenging environments, aligning with the UN Sustainable Development Cooperation Framework.
Responsibilities
The Programme Technical Officer will monitor the local context in El Callao and Sifontes, analyzing risks, emergencies, and trends affecting vulnerable populations, and assessing socio-political and economic factors impacting child-centered interventions. They will track the situation of children by implementing priority indicators, ensuring timely data collection and verification to support evidence-based decision-making. The role involves monitoring program execution with partners, tracking progress, identifying obstacles, and ensuring program quality. Recommendations for program improvement and optimal resource use will be provided. The officer will also contribute to knowledge management by systematically collecting and analyzing data, supporting training materials, and facilitating information flow. Operational coordination includes representing UNICEF in relevant forums, advocating for UNICEF priorities, and supporting local partner coordination.
Work Experience
A minimum of 7 years of professional experience is required in program development, planning, execution, monitoring, evaluation, and coordination, preferably in field settings or remote/underserved areas. Experience working with multicultural or indigenous contexts, vulnerable populations, humanitarian action, community-based programming, climate resilience, or disaster risk reduction is highly desirable. Strong communication, analytical, and interpersonal skills are essential, along with proficiency in MS Office and the ability to work effectively in challenging environments.
