Project Manager - Infrastructure (Integrated Solid Waste Management)

Job Purpose
This UN Volunteer assignment is integral to UNOPS South Asia Multi-Country Office (SAMCO) operations in Sri Lanka. The UN Volunteer will lead the project management team responsible for delivering impactful infrastructure solutions. Specifically, the role involves managing an integrated Solid Waste Management (ISWM) project in the Badulla and Vavuniya districts, undertaken in partnership with the donor KOICA and the Government of Sri Lanka. The project encompasses the construction of a new sanitary landfill, Material Recovery Facilities (MRFs), and composting facilities, alongside improvements to existing infrastructure and capacity building for local authorities and communities.
Responsibilities
The Project Manager (Infrastructure) will oversee the day-to-day management and effective delivery of the ISWM infrastructure project. Key responsibilities include developing and implementing project plans, overseeing the design and construction of landfills, MRFs, and composting facilities, and ensuring outputs meet time, cost, scope, quality, and risk tolerances. Sustainability, gender equality, and social inclusion will be embedded throughout the project. The role involves maintaining a robust M&E framework, identifying and managing project risks, coordinating quality reviews of technical deliverables, and preparing regular reports for stakeholders. The Project Manager will act as the primary liaison with donors, local authorities, community representatives, and contractors, developing and executing stakeholder engagement plans. Additionally, the role requires leading and supervising the project team, ensuring high performance, adherence to safety standards, and facilitating knowledge sharing and capacity building for local partners.
Work Experience
A minimum of five (5) years of relevant experience with a Master’s degree, or seven (7) years with a Bachelor’s degree. Demonstrated experience in managing physical infrastructure projects, particularly in waste management or civil works, is required. Proven experience in defining technical design requirements, conducting design reviews, and expertise in quality assurance, contract management, and risk mitigation are essential. Prior experience in developing countries or challenging contexts is beneficial. Project Management certification (e.g., PRINCE2, PMI PMP) and familiarity with UN system entities or FIDIC contracts are desirable.
