Organizational Context

UNICEF's core mission is to uphold the rights of every child globally, focusing on equity to ensure disadvantaged children have opportunities to survive, develop, and reach their full potential. UNICEF Papua New Guinea collaborates with the government to enhance equitable, sustainable, and climate-resilient Water, Sanitation, and Hygiene (WASH) services for children and communities, strengthening systems and improving service delivery.

Job Purpose

The National UN Volunteer WASH Officer will support UNICEF Papua New Guinea's efforts to improve WASH services by providing crucial engineering oversight, construction monitoring, and programme support. This role is vital for strengthening programme implementation, enhancing monitoring and accountability, and expanding access to safe water, sanitation, and hygiene. The position will contribute to evidence-based decision-making and overall programme performance, ensuring that WASH interventions effectively reach vulnerable children and communities and align with UNICEF's commitment to equity and child rights.

Responsibilities

The WASH Officer will provide technical support for WASH engineering design, planning, and implementation, reviewing technical documentation and ensuring adherence to national standards and UNICEF requirements for water supply, sanitation, and hygiene projects. Responsibilities include monitoring construction projects for quality, timeliness, and compliance, conducting field visits, and resolving technical challenges. The role involves supporting programme monitoring against work plans and indicators, documenting lessons learned, and managing WASH programme information and data. This includes maintaining databases, ensuring data quality, and developing visualizations and analytical products to support decision-making. The officer will also assist in preparing various reports for donors and management, contributing to knowledge management and promoting volunteerism within the programme.

Work Experience

A minimum of three years of relevant professional experience is required in areas such as WASH, engineering, construction supervision, programme monitoring, information management, data analysis, or reporting. Experience in construction monitoring, infrastructure project implementation, data analysis tools (like Power BI, Excel, Kobo), and working with government institutions or development partners is desirable.

Skills

Key competencies include accountability, adaptability, flexibility, creativity, teamwork, client orientation, analytical thinking, results orientation, and stakeholder engagement. Technical expertise is expected in water, sanitation, waste management, engineering, construction, and community development.
