Its sub-regional office in Kinshasa coordinates programs across Central Africa, with a significant focus on land governance, urban planning, and climate resilience in the Democratic Republic of Congo. The office is implementing a Land Reform Support Program to modernize the national land system, enhance land security, improve governance, and prevent conflicts, crucial for sustainable natural resource management.
Job Purpose
This role supports the digital transformation of land administration in the Democratic Republic of Congo. The incumbent will provide technical expertise to develop and deploy IT solutions for digitized land management and urban planning, aiming to improve land allocation, secure land tenure in urban/peri-urban areas, and integrate AI for administrative efficiency. The position contributes to modernizing the land information system, enhancing data security, and potentially replicating these solutions across Central Africa, aligning with national and inter-ministerial governance objectives.
Responsibilities
The Information System and Software Engineering Associate will lead the technical development of software solutions and train teams on their usage. Key responsibilities include designing, developing, and deploying IT tools for digitized land administration archives and urban planning. This involves creating robust, secure, and scalable land registry platforms, integrating AI for automated document digitization (OCR), document analysis, and anomaly detection. The role also entails developing intuitive user interfaces, implementing a secure digital archiving strategy compliant with international standards (OAIS), and managing an electronic document management system (EDMS). Furthermore, the associate will conduct training sessions, provide technical coaching on software engineering and AI, ensure system interoperability with other government systems, and document all technical aspects for knowledge transfer.
Work Experience
Requires 1 year of professional experience in software development, database management, and information system architecture, particularly in digitalization projects or IT network security. Proficiency in programming languages (Python, Java, JavaScript), web frameworks (React, Angular), databases (SQL, NoSQL), AI/ML algorithms (NLP, OCR, image analysis), digital archiving principles (OAIS), and IT security best practices is essential. Proven experience in training technical teams is also required.
