Logistics Officer
Organizational Context
The United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) was established in 1999 by the UN Department of Peacekeeping Operations. MONUSCO supports the DRC government in protecting civilians, reducing threats from armed groups, and combating sexual and gender-based violence. It also aids in establishing functional and accountable state institutions, including security and judicial bodies, contributing to stabilization efforts and a better understanding of human rights violations.
Job Purpose
The Logistics Officer will provide essential logistics support within MONUSCO, operating under the direct supervision of the Mission Support Centre (MSC) Field Office Logistics Operations (LogOps) Supervisor. This role involves assisting in planning short, medium, and long-term support requirements, coordinating resource allocation, and liaising with military, police, and substantive personnel to ensure timely and cost-effective delivery of resources. The position requires ensuring the proper utilization of UN and contingent-owned equipment and premises, and supporting electoral processes by coordinating logistics for voter registration and materials. The role also involves providing feedback on logistics performance and potentially acting as Officer-In-Charge during the supervisor's absence.
Responsibilities
The Logistics Officer will provide comprehensive logistics support under the guidance of the LogOps Supervisor, adhering to UN Financial Rules and Regulations, Staff Rules, and administrative policies. Key duties include assisting in short, medium, and long-term logistics planning, identifying resource needs, and factoring in unforeseen circumstances. The role involves liaising with military and police contingents, UN Police, and substantive personnel to ensure timely and cost-effective resource delivery based on MOUs and UN procedures. Responsibilities extend to coordinating logistics for sub-offices, overseeing the utilization of UN and contingent-owned equipment and premises, and managing lease requirements. The officer will also coordinate logistics for electoral materials, provide technical advice, attend LogOps meetings, and report on logistics issues. The role includes acting as a liaison with UN agencies, non-UN entities, and local authorities, potentially serving as Officer-In-Charge, implementing KPIs, and actively engaging in capacity development for national staff and counterparts.
Work Experience
A minimum of five years of progressive experience in logistics or administrative functions is required. Experience in logistics operations is essential. Proven ability to coordinate tasks effectively is necessary. Working knowledge of Microsoft Office, including Microsoft Project, is required. Previous experience working with or within armed forces is considered an advantage.
