Job Purpose
The UNDP in Bolivia seeks a National Supervisor for Integrated Bio-Behavioral Surveillance Studies (IBBS) to oversee the technical implementation of two crucial studies during 2026-2027. These studies aim to determine the prevalence of HIV, syphilis, and hepatitis B among gay, bisexual, and other men who have sex with men (GB-HSH), and transgender women. The role involves ensuring effective coordination between epidemiological surveillance, evidence generation, and intervention implementation. The supervisor will be responsible for ensuring adherence to protocols, methodological procedures, quality standards, and established timelines, providing essential input for designing, adjusting, and evaluating prevention and care interventions.
Responsibilities
Under the supervision of the Global Fund Project Administrative Unit and in coordination with the Ministry of Health and Sports, the National Supervisor will oversee the technical implementation of IBBS studies nationwide. Key duties include developing and updating work plans and timelines, systematically monitoring progress against established goals and deadlines, and coordinating logistics for study implementation. The role involves organizing regular planning and technical review meetings with the National Technical Committee and UNDP. Responsibilities also include monitoring the correct application of methodological procedures, ensuring ethical principles and data confidentiality, and validating the quality, consistency, and completeness of data. The supervisor will track recruitment and data collection progress, identify deviations and risks, propose corrective actions, and coordinate quality assurance mechanisms. They will review and technically validate team reports, consolidate progress information, and monitor established targets through data systems. Coordination with the statistician for database closure and preparation of progress and final technical reports are also key tasks, alongside providing technical assistance and participating in relevant technical activities.
Work Experience
Requires a minimum of 7 years of professional experience, with at least 5 years in management, implementation, or evaluation of social development or public health projects. Specific experience should include at least 1 year in coordinating, technically supervising, or monitoring public health studies/research, with proven experience in quantitative research quality assurance and database management. Experience with HIV/STI programs and key populations is also required. Desirable experience includes participation in IBBS studies and knowledge of sampling methodologies for key populations.
Skills
