Organizational Context

The United Nations Office at Vienna (UNOV) Information Technology Service (ITS), through its India Technology Hub (ITH), supports UNOV/UNODC and other UN Secretariat entities with innovative digital solutions. ITH focuses on robust digital solutions, cybersecurity, and training, aligning with the UN's ICT strategy. This role contributes to ensuring technology implementations meet diverse UN requirements and are available across the Secretariat.

Job Purpose

The Online Volunteer will support the India Technology Hub (ITH) in designing digital application projects. The primary goal is to ensure that relevant laws, rules, regulations, public policies, and governance requirements are integrated throughout the application design and development lifecycle. This role bridges the gap between policy/regulatory needs and technology implementation, ensuring applications comply with institutional and legal frameworks. The scope will be defined with project teams, focusing on research and documentation to inform application design, not to provide legal advice.

Responsibilities

The Online Volunteer will collaborate with ITH Project and Technology teams on: Policy and Legal Research: Research applicable laws, policies, rules, and regulations for assigned applications. Identify potential policy or regulatory concerns for expert review. Requirements Analysis: Translate policy and regulatory requirements into digital application and business requirements. Define necessary controls, approvals, validations, and audit trails. Process Review: Analyze application workflows and business processes from a policy and regulatory standpoint. Identify compliance gaps for expert assessment. Documentation: Prepare research notes, develop policy-to-requirement mappings, and maintain documentation. Provide research-based input during requirements gathering and design phases. Data Privacy: Support the documentation of data privacy policies, procedures, and requirements. Maintain records on data collection, access, processing, retention, and sharing, updating them as needed.

Work Experience

Experience in policy, legal, or regulatory research is preferred. Strong research, analytical, and documentation skills are essential. The ability to understand and summarize laws, policies, and regulations, and translate them into practical application requirements is necessary. Familiarity with digital applications or technology projects is an asset.

Skills

Proficiency in English (fluent) is desirable. Key competencies include strong research, analytical, and documentation skills. The ability to comprehend and synthesize legal and policy documents, and to translate complex regulatory requirements into actionable technical specifications for digital applications is crucial. Familiarity with technology projects is beneficial.
