Job Purpose
The HMIS Expert will provide essential technical assistance to UNICEF Yemen and the Ministry of Public Health and Population in strengthening the Health Information System (HIS). This includes supporting the development, implementation, and maintenance of national digital health platforms, particularly DHIS2. The role is vital for ensuring the functionality, data quality, and user support of these systems, contributing to improved health data for planning and decision-making. The expert will also support capacity building and integration with other digital health initiatives, ensuring the uninterrupted operation of the HIS and safeguarding UNICEF's digital health investments.
Responsibilities
The HMIS Expert will be responsible for the technical support and implementation of DHIS2/eLMIS, including system configuration, form development, and server maintenance. They will provide on-the-job training to the national team on DHIS2/eLMIS usage, troubleshooting, and data transfer via web-API. Responsibilities also include creating program reports and dashboards using iReport, and supporting the development of implementation policies and guidelines. Furthermore, the expert will contribute to programme development by collecting and analyzing data, monitoring progress, and identifying intervention points. They will review existing information systems for EPI and RMNCH programs and provide technical assistance to enhance data timeliness and quality within DHIS2/eLMIS.
Work Experience
A minimum of 7 years of professional experience is required in digital health, information management, or data systems. This includes demonstrated experience with DHIS2 implementation, server management (particularly LMIS), digital health system development, and web/API system integration. Experience in designing and delivering comprehensive data management systems and working with data collection tools, databases, and GIS is also crucial.
