Organizational Context
UNICEF operates in the Democratic Republic of Congo to support children's rights and enhance access to basic social services, including Water, Sanitation, and Hygiene (WASH). The Bunia field office in Ituri province addresses humanitarian needs, population displacement, epidemic risks, and challenges in accessing WASH infrastructure. UNICEF's WASH and Climate Section implements programs funded by various donors, aiming for equitable, sustainable, inclusive, and climate-resilient services.
Job Purpose
This role supports UNICEF's overall WASH program in Bunia, Ituri, with a focus on strengthening operational presence, field monitoring quality, and accountability. The position will contribute technically to the WASH program, ensuring the continuity of basic social services in a complex environment. The assignment involves supporting WASH interventions in communities, displacement sites, schools, and health facilities, with a specific focus on technical aspects of infrastructure, partner/supplier monitoring, data collection, reporting, and emergency response, including contributions to the PAAF project.
Responsibilities
The VNU will support the planning, implementation, monitoring, and documentation of UNICEF's WASH interventions in Ituri, including needs assessments and gap analysis. Responsibilities include participating in field missions, joint supervisions, and community engagement to ensure access to safe water, sanitation, and hygiene promotion. The role involves capacity building for local stakeholders on WASH service management and ensuring the inclusion of vulnerable groups. Technical support will be provided for WASH infrastructure projects, including reviewing technical studies, monitoring construction quality, and verifying contractor performance. The VNU will also contribute to WASH emergency preparedness and response, rapid assessments, and monitoring of emergency interventions. This includes ensuring compliance with environmental and social safeguards, site safety, and PSEA policies. Data collection, analysis, reporting, and knowledge management for the WASH program and the PAAF project are also key duties.
Work Experience
A minimum of 3 years of relevant professional experience in WASH programs, field monitoring, partner support, WASH infrastructure construction/rehabilitation, water supply, sanitation, hygiene promotion, or emergency response. Experience in Ituri or Eastern DRC is an asset. Proficiency in Microsoft Office is required; knowledge of data collection tools, GIS, or CAD software is a plus.
