This UNV assignment is part of WHO Viet Nam's initiative to bolster health emergency preparedness and response capabilities within the framework of the UN's 'Delivering as One' principle.
Job Purpose
This UNV assignment aims to strengthen WHO Viet Nam's health emergency preparedness and response by providing specialized support in information management. The Emergency Information Management Specialist will be crucial in collecting, managing, analyzing, visualizing, and reporting data related to public health emergencies, disease outbreaks, and humanitarian events. Working collaboratively with the Ministry of Health and other stakeholders, the role will facilitate timely information sharing and evidence-based decision-making. The ultimate goal is to enhance emergency response capacities, improve situational awareness, and strengthen the coordination of public health emergency operations in Viet Nam through robust data management systems and analytical products.
Responsibilities
The Emergency Information Management Specialist will support evidence-based decision-making during emergency and disaster preparedness, response, and recovery operations. Key responsibilities include collecting, compiling, and validating humanitarian and emergency data from various sources, and maintaining databases, situation reports, and operational dashboards while ensuring data quality and confidentiality. The role involves analyzing operational, epidemiological, and demographic information to identify trends and needs, and preparing situation reports, briefing notes, and infographics. Developing and maintaining dashboards, maps, and visual products using information management tools will be essential, alongside providing Geographic Information Systems (GIS) support for mapping affected areas and operational coverage. Facilitating information exchange among government agencies, UN organizations, NGOs, and partners, and supporting information management working groups are also key. The specialist will contribute to emergency preparedness activities, rapid assessments, and after-action reviews, and provide training and technical support to staff and partners on data management practices.
Work Experience
A minimum of 7 years of relevant professional experience is required in information management, public health, disaster risk reduction, humanitarian assistance, or emergency preparedness and response. Experience supporting health emergency operations, outbreak response, or humanitarian coordination is highly desirable. Demonstrated experience in data collection, management, analysis, and reporting, as well as developing dashboards and operational information products, is essential. Experience working with government agencies, UN organizations, or NGOs is advantageous, and previous field experience in emergency settings is desirable.
Skills
Required skills include strong analytical and problem-solving abilities, excellent written and verbal communication, and the capacity to synthesize complex information for diverse audiences. Strong organizational skills, attention to detail, and the ability to work effectively under pressure and meet deadlines are crucial. Adaptability, flexibility, resilience, and teamwork are essential. Proficiency in data analysis and visualization tools (e.g., Power BI, Tableau) is required, with knowledge of GIS (e.g., ArcGIS, QGIS) being desirable. Expertise areas include community development, emergency preparedness, crisis response, and information technology.
