Organizational Context
UNICEF's mission is to promote child rights globally, focusing on equity for disadvantaged children. In Mozambique, water and sanitation coverage is critically low, exacerbating challenges from climate events and disease outbreaks. UNICEF's WASH program in Zambezia Province addresses these issues through integrated sanitation, hygiene promotion, and water infrastructure development, supporting both development and humanitarian needs in a high-risk environment.
Job Purpose
This role supports UNICEF's WASH program in Mozambique's Zambezia Province, a region facing severe water and sanitation challenges due to climate shocks and disease outbreaks. The position focuses on implementing and monitoring WASH interventions, including sanitation and hygiene promotion, and water supply systems in diverse settings. The objective is to contribute to improved access to safe water and sanitation, reduce open defecation, and enhance community resilience, aligning with Sustainable Development Goals and UNICEF's mandate to protect children's rights and well-being.
Responsibilities
The WASH Officer will provide technical and coordination support for WASH activities in Zambezia Province. Key responsibilities include supporting the implementation of WASH interventions in rural and urban contexts, providing technical assistance for WASH in Schools and Health Care Facilities, and aiding in the planning and execution of water supply systems and sanitation services (CLTS, market-based sanitation, voucher approaches). The role involves ensuring quality assurance in service delivery and infrastructure, conducting field visits, and liaising with contractors and stakeholders. Additionally, the officer will support procurement processes, assist in capacity building for government staff and communities, promote behavior change initiatives, and facilitate documentation of best practices. Data management, reporting, and contributing to needs assessments are also crucial aspects of the role.
Work Experience
A minimum of three years of relevant experience in WASH programming is required, with demonstrated expertise in community mobilization, sanitation, and hygiene practices. Experience in humanitarian or development settings is an asset. Proficiency in MS Office is essential, and familiarity with GIS applications and database management is beneficial. The candidate should possess strong interpersonal skills and the ability to work effectively in challenging, multicultural environments.
Skills
Key competencies include accountability, adaptability, flexibility, creativity, sound judgment, decision-making, planning, organizing, professionalism, and self-management.
