Organizational Context

UNHCR, the UN Refugee Agency, is dedicated to protecting refugees and displaced persons worldwide. In Mozambique, UNHCR supports approximately 25,000 refugees and asylum-seekers, primarily from East and Central Africa, with the majority residing in Nampula province. Despite some reservations to the Refugee Convention, refugees in Mozambique generally have freedom of movement and access to essential services. The country also hosts over a million internally displaced persons and is vulnerable to natural disasters.

Job Purpose

The Associate Registration Officer will support UNHCR's mandate by assisting in the implementation of registration, enrolment, and digital identity strategies for refugees and displaced populations in Mozambique. This role is crucial for ensuring compliance with global and regional protection objectives and for maintaining accurate population data. The incumbent will provide technical support, contribute to developing operational guidance, and design systems for data quality assurance and fraud prevention. The position aims to strengthen registration and identity management capacities, both internally and within government counterparts, facilitating access to essential services for the people of concern.

Responsibilities

The Associate Registration Officer will assist in implementing registration, enrolment, and digital identity strategies, ensuring compliance with UNHCR standards and utilizing appropriate technologies. Responsibilities include providing technical support to staff on registration and digital identity management, and contributing to the development of operational guidance. The role involves designing procedures for data quality assurance, conducting regular data checks, and implementing fraud prevention measures. The officer will support the strengthening of registration and identity management capacities within UNHCR and with government counterparts. This includes liaising with UNHCR's Global Data Service, supporting government authorities in enhancing registration systems, and establishing linkages with partners for effective case and data management. The position also entails supporting the interoperability of digital identification systems, promoting the inclusion of refugees in national registers, and collecting and analyzing registration data for strategy development and monitoring. Reporting on registration activities and their impact is also a key duty.

Work Experience

A minimum of three years of relevant professional work experience at the national or international level in humanitarian or development operations is required. Experience with population census, profiling, and data collection software is an asset. Familiarity with UNHCR's registration database (proGres) and identity management ecosystem (PRIMES) is also considered an asset.

Skills

The role requires strong planning and organizing skills, effective communication abilities (written and spoken), and flexibility to work in challenging environments. A genuine commitment to volunteerism principles and UNHCR's mission is essential. Technical skills include proficiency in MS Office applications, database management, and familiarity with registration and identity management systems.
