Job Purpose

This role supports the WHO Country Office in Tajikistan by providing essential cross-cutting communication and partnership functions. The specialist will translate complex technical information into accessible content, document program achievements, and strengthen the office's visibility among stakeholders. Key contributions include developing strategic communication plans, creating various communication products, supporting partner and donor engagement, and assisting in resource mobilization efforts. The assignment offers a valuable opportunity to contribute to public health system strengthening in Tajikistan while gaining practical experience in strategic health communication, partnership development, and WHO operations in Central Asia.

Responsibilities

The Communications and Partnerships Specialist will support strategic communications and visibility by developing and implementing communication plans, translating technical information into accessible products (briefing notes, factsheets, web stories, social media content), and documenting program results and events. This includes maintaining a content calendar, supporting media monitoring, and assisting with risk communication during public health events. The role also involves supporting partnerships and resource mobilization through partner/donor research, preparing engagement materials, and assisting technical teams with proposals and narrative reports. Additionally, the specialist will facilitate internal coordination, liaise with national counterparts and UN agencies, identify lessons learned, and provide capacity development support to colleagues and counterparts on communication practices.

Work Experience

A minimum of three years of progressive professional experience in strategic communications, public information, advocacy, partnership development, or a related field is required. Demonstrated experience in producing high-quality written and digital content, translating technical information for diverse audiences, and supporting stakeholder engagement is essential. Experience in public health or international development is desirable, as is experience in risk or emergency communication.

Skills

Essential skills include excellent English writing, editing, storytelling, presentation, and interpersonal communication. Proficiency in strategic communication planning, audience analysis, media monitoring, digital content management, and partner mapping is necessary. Strong organizational, coordination, and diplomatic skills are important. Familiarity with Microsoft Office and collaborative platforms is required; experience with content management systems or design tools is an asset.
