Job Purpose
This role supports the UNODC Programme Office in the Kyrgyz Republic during a critical phase of the country's third-round mutual evaluation of its Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) system by the Eurasian Group (EAG). The assignment aims to assist national authorities in preparing for and addressing the outcomes of this evaluation, which has significant economic implications for Kyrgyzstan. The UN Volunteer will contribute to the Office's AML/CFT portfolio, providing direct exposure to the practical application of FATF Standards, the functioning of a FATF-style regional body, and the delivery of UN technical assistance in a dynamic inter-agency setting. The role involves close interaction with national counterparts, international partners, and donors.
Responsibilities
The UN Volunteer will support the day-to-day implementation of the UNODC AML/CFT portfolio, focusing on activities related to Kyrgyzstan's EAG mutual evaluation. Key duties include compiling and reviewing documentation from national counterparts against FATF Recommendations and Methodology to identify gaps. The role involves contributing to analytical notes, briefings, and summaries of best practices. The Volunteer will assist in organizing and delivering workshops, training events, and coordination meetings for national counterparts, including preparing agendas and materials. Support will be provided for the EAG assessment team's on-site visit, including scheduling and logistical arrangements. Communication and coordination with national counterparts, the EAG Secretariat, and partner agencies will be facilitated through drafting correspondence and reports. The Volunteer will help maintain a tracking matrix for recommendations and monitor implementation progress, ensuring quality assurance of AML/CFT terminology in documents. Participation in internal and inter-agency meetings and contributing to project reporting are also expected.
Work Experience
No prior experience is strictly required, but demonstrated interest and/or up to two years of experience in AML/CFT, financial monitoring, compliance, financial investigations, or related areas within financial regulation, law enforcement, or the banking sector is highly desirable. Experience in legal or policy analysis, including assessing legislation against international standards and drafting reports, is beneficial. Support in organizing workshops, training events, or missions, preferably in an international setting, is also valued. Familiarity with FATF Standards and methodologies, strong analytical and research skills, excellent drafting abilities in Russian and English, and proficiency in MS Office are important.
