National Mine Action Capacity Development Expert (NMAC)

Organizational Context

The United Nations Mine Action Service (UNMAS) in Ukraine supports national institutions to manage extensive contamination from the ongoing armed conflict. UNMAS provides advisory and project support to strengthen national mine action coordination, quality management, information management, and operational coherence. This UN Volunteer assignment, funded by the Multi-Partner Trust Fund/Ukraine Community Recovery Fund, is embedded within the National Mine Action Centre (NMAC) in Chernihiv, working with key Ukrainian counterparts.

Job Purpose

This UN Volunteer assignment supports the UNMAS Ukraine Programme by strengthening national mine action institutions. The role focuses on enhancing inter-institutional coordination and information exchange, guiding the development of national priorities in areas such as quality management, accreditation, training, tasking, reporting, and information management. The expert will work closely with the National Mine Action Centre (NMAC) and other key Ukrainian counterparts to ensure effective, standards-based implementation of mine action activities in response to the extensive contamination caused by the ongoing armed conflict. The assignment complements UNMAS's programme and contributes to national capacity development.

Responsibilities

The National UN Volunteer Expert will advise and support the National Mine Action Centre (NMAC) to improve sector-wide coordination and national capacity. This includes facilitating information exchange among key national counterparts like CHD, SESU, and SSTS. The expert will provide guidance on NMAC priorities for quality management, accreditation, training, tasking, reporting, and information management, organizing coordination meetings as needed. Responsibilities also include establishing and maintaining effective coordination mechanisms, identifying and addressing duplication, gaps, and bottlenecks with practical recommendations. The role involves ensuring accurate and timely communication of decisions and actions across institutions, supporting the preparation of coordination materials, and maintaining confidentiality. Promoting volunteerism, national capacity development, and knowledge transfer are integral to all activities.

Work Experience

A minimum of 7 years of progressively responsible professional experience is required in information management, GIS, data management, database administration, data quality, or systems interoperability. Demonstrated experience in analyzing complex information management systems, coordinating data owners, developing data standards, and producing analytical products is essential. Strong practical knowledge of databases, data validation, spreadsheet tools, and relevant software is also required. Experience providing senior technical advice and working effectively with government counterparts is necessary. Experience in mine action information management systems, designing interoperability, or prior work in conflict-affected settings is advantageous.
