Organizational Context
The United Nations Mine Action Service (UNMAS) in Ukraine focuses on protecting civilians and enabling humanitarian access by coordinating and delivering mine action. This UN Volunteer assignment supports a time-bound project funded by the Multi-Partner Trust Fund/Ukraine Community Recovery Fund (MPTF/UCRF). The project aims to strengthen national mine action authorities in areas like coordination, quality management, information management, and evidence-based decision-making, working with various government and civil society partners.
Job Purpose
This UN Volunteer assignment is integral to the UNMAS Ukraine Programme, specifically a project funded by the MPTF/UCRF. The core purpose is to bolster the capacity of Ukrainian national mine action authorities and institutions. The role involves providing technical advice and institutional capacity development support to enhance national mine action information management, interoperability, and evidence-based decision-making. The incumbent will work closely with national counterparts, embedded within designated information management authorities, under UNMAS supervision, to ensure the project's objectives of strengthening coordination, prioritization, quality management, and reporting are met, complementing UNMAS's broader program in Ukraine.
Responsibilities
The National UN Volunteer Expert will map and document national mine action databases, platforms, and data flows, providing technical advice on system alignment and synchronization while respecting data ownership and security. Responsibilities include mentoring national information management personnel, assessing current arrangements to identify gaps and risks, and facilitating coordination among data owners and stakeholders. The role involves developing data standards, quality control procedures, and information-sharing workflows, supporting data cleaning and reconciliation, and advising on interoperability solutions. Additionally, the expert will develop analytical products like dashboards and reports, maintain work plans, and prepare technical documentation in Ukrainian and English, ensuring all activities adhere to national legislation and UN policies.
Work Experience
A minimum of 7 years of progressive professional experience in information management, GIS, data management, database administration, data quality, or systems interoperability is required. Demonstrated experience in analyzing complex information management systems, coordinating data owners, developing data standards, and producing analytical products is essential. Strong practical knowledge of databases, data validation, spreadsheet tools, and relevant software is also required, along with the ability to provide senior technical advice to government counterparts.
