Organizational Context
The United Nations Development Programme (UNDP), established in 1965, is the UN's global development network operating in nearly 170 countries. Its mission is to eradicate poverty, reduce inequalities, and build resilience. The Istanbul Regional Hub (IRH) serves as UNDP's primary knowledge and advisory center for the Europe and Central Asia region, focusing on climate and disaster resilience.
Job Purpose
This Online Volunteer will support UNDP's Climate and Disaster Resilience Team at the Istanbul Regional Hub. The role involves conducting research and analysis on disaster risk reduction, climate resilience, and risk-informed development across Europe and Central Asia. The findings generated will directly contribute to ongoing analytical work on country risk profiles, enhancing UNDP's understanding and strategic approach to these critical areas within the region. The assignment focuses on data analysis to structure and interpret complex policy commitments.
Responsibilities
The Online Volunteer will analyze and structure climate and disaster resilience commitments found in national policy and planning documents, aiming to improve consistency and comparability across countries, sectors, and languages. Key duties include reviewing existing methodologies for classifying policy commitments, supporting the development of thematic and sectoral classification approaches, and conducting semantic analysis to group similar actions despite varied terminology. The role involves comparative assessment to identify patterns and variations in commitments, evaluating challenges in localization and interpretation due to multilingual documents and context-specific terminology. The volunteer will also perform validation and quality reviews, conduct sanity checks, and prepare concise research outputs, methodological notes, and recommendations.
Work Experience
Experience in desk research, document analysis, policy analysis, or literature reviews is required. Desirable experience includes working with structured or unstructured textual information, classification frameworks, taxonomies, semantic analysis, content analysis, or comparative analysis. Familiarity with climate adaptation, disaster risk reduction, resilience, National Adaptation Plans (NAPs), Nationally Determined Contributions (NDCs), or sustainable development policy processes is also desirable.
Skills
Required skills include strong research and analytical abilities to synthesize information, identify patterns, and organize qualitative data. Proficiency in English is essential. Desirable skills include knowledge of Russian or other languages from the RBEC region, understanding of text analysis concepts (e.g., semantic similarity, classification, large language models), and familiarity with climate and disaster resilience policy frameworks.
