Project Support Officer
Organizational Context
The United Nations Office on Drugs and Crime (UNODC) aims to enhance global peace, security, human rights, and development by combating drugs, crime, corruption, and terrorism. This position is within the UNODC Border Management Branch, Maritime Security Team, located in Djibouti, part of the UNODC Regional Office for East Africa (ROEA). The incumbent will support the Maritime Security Team's activities under the direct supervision of the Programme Coordinator.
Job Purpose
The UN Volunteer will support the implementation of activities within the UNODC Border Management Branch - Maritime Security Team, focusing on maritime crime and criminal justice in Djibouti. Key contributions include assisting in programme development, implementation, and evaluation; conducting research for capacity-building strategies for maritime law enforcement; and providing input for project documentation and budget revisions. The role involves supporting policy coordination, engaging with national counterparts, and contributing to monitoring and evaluation efforts. Additionally, the volunteer will assist in preparing written outputs, supporting meetings and workshops, and managing administrative aspects of procurement and field missions.
Responsibilities
Assist in the development, implementation, and evaluation of programme activities related to maritime crime and criminal justice in Djibouti. Conduct research to identify technical assistance needs and develop strategies for reforming and strengthening maritime law enforcement and criminal justice authorities. Provide input for project/programme revisions, work plans, and terms of reference for maritime crime initiatives. Offer substantive support for policy coordination and evaluation, analyzing emerging issues and trends. Engage with national counterparts in Djibouti to facilitate capacity-building activities for maritime law enforcement. Support monitoring and evaluation of the Maritime Security Team's programmes by collecting and collating information for analysis. Contribute to the preparation of various written outputs, including background papers and reports on regional maritime crime. Provide administrative and substantive support for meetings, workshops, and conferences. Manage administrative actions for procurement of equipment and services, including drafting terms of reference and monitoring requests. Support field missions by providing substantive and administrative assistance and data collection. Perform other assigned duties as required.
Work Experience
A minimum of three years of professional work experience at the national or international level in management, government sector, or relevant programmes. Experience working with government institutions, in maritime crime, post-conflict environments, or least developed countries is an asset. Fluency in English and French is required; Arabic is desirable. Strong computer literacy, including MS Office, is essential.
