Job Purpose
The purpose of this assignment is to conduct an independent mid-term evaluation of the Renewable Lesotho: Access to Affordable and Renewable Energy (RL: AARE) project. The evaluation will assess the project's relevance, coherence, effectiveness, efficiency, and sustainability from its launch in 2023 to the present. It will also examine early signs of potential impact and the integration of gender equality, disability inclusion, human rights, youth inclusion, and the needs of vulnerable groups. The findings will inform adaptive management, risk mitigation, stakeholder coordination, and future renewable energy programming in Lesotho.
Responsibilities
The International UNV Expert will independently conduct the mid-term evaluation of the RL: AARE project, adhering to UNDP and UNEG standards. Key responsibilities include conducting a comprehensive desk review of project documentation, preparing an inception report detailing the evaluation methodology and work plan, and applying a mixed-methods approach for data collection through document review, interviews, focus groups, and field observations. The expert will consult with diverse stakeholders, including government, EU, implementing partners, and beneficiaries, ensuring inclusive engagement. The evaluation will assess the project against OECD-DAC criteria, examine the Results-Based Finance mechanism, and analyze the integration of cross-cutting themes. Findings will be triangulated, presented to stakeholders for validation, and documented in draft and final evaluation reports, including an audit trail and practical recommendations.
Work Experience
A minimum of 7 years of relevant professional experience in programme or project evaluation, applied research, or implementation is required. Candidates with 10 years of international experience, including leading complex evaluations, are also considered. Experience in the energy sector, particularly renewable energy and energy access, is essential. Demonstrated expertise in mixed-methods evaluation, knowledge of the African context, and experience applying gender-responsive and human rights-based approaches are necessary.

Strong analytical and critical-thinking abilities are crucial for synthesizing evidence and developing recommendations.
