Organizational Context
The United Nations Office on Drugs and Crime (UNODC) is a global leader in the fight against illicit drugs, organized crime, and corruption. UNODC's work is guided by international legal instruments and UN standards in crime prevention and criminal justice. The Regional Office for Ecuador, which includes Peru, Uruguay, Paraguay, Argentina, and Chile, allows for regional collaboration and exchange of experiences on drug and crime issues. UNODC supports states in addressing threats to governance and social stability, aiming to advance human development.
Job Purpose
This role supports UNODC's mission to combat illicit drugs, organized crime, and corruption by providing crucial legal and technical assistance. The Specialist will contribute to the analysis and application of national and international legal frameworks related to organized crime and criminal justice. The assignment aims to strengthen the capacities of stakeholders involved in combating organized crime and to enhance the effectiveness of joint criminal justice measures. The volunteer will support the implementation of new tools and strategies, facilitate information exchange, and foster inter-agency coordination, ultimately contributing to improved governance, social stability, and human development in line with the Sustainable Development Goals and human rights principles.
Responsibilities
The UN Volunteer will provide legal support to UNODC activities, ensuring compliance with national and international legal frameworks on organized crime and security. This includes analyzing and responding to legal queries, and assisting in the drafting of cooperation agreements and institutional frameworks with strategic partners. The role involves analyzing legislation and relevant documents to identify legal implications and contributing to the systematization of conceptual, methodological, and technical documents. The volunteer will support the collection, analysis, and systematization of information related to project activities, and assist in consolidating and tracking institutional needs. Additionally, the role entails providing technical assistance to state institutions on organized crime, managing activities from design to follow-up, participating in technical meetings with government authorities and other stakeholders, and supporting logistical coordination for project activities.
Work Experience
A minimum of 3 years of relevant professional experience is required, with at least 2 years focused on organized crime, security, or criminal justice. Experience in drafting, reviewing, and analyzing legal documents, technical reports, and recommendations is essential. Intermediate computer skills (Word, Excel, PowerPoint) are necessary. Experience with public institutions in the justice or security sectors, international cooperation projects, or within the United Nations system is considered an advantage.
