Environmental Inspection Specialist

Organizational Context

The United Nations Office on Drugs and Crime (UNODC) is a global leader in combating illicit drugs and international crime, guided by international legal instruments and UN standards. In Brazil, UNODC partners with the government to address illicit trafficking, corruption, organized crime, and environmental crimes, particularly in the Amazon region. The INPOED project strengthens environmental governance and promotes sustainable development by enhancing data availability on environmental crimes and fostering participatory governance with civil society and Indigenous peoples.

Job Purpose

The UN Specialist will support the implementation of the INPOED project's state-level activities in the Amazon region, focusing on Pará, Amazonas, Mato Grosso, and Rondônia. This role involves facilitating strategic engagement with high-level institutional counterparts, fostering political commitment, and strengthening inter-institutional cooperation. The specialist will build partnerships among government entities, the justice sector, environmental authorities, and Indigenous organizations. Key responsibilities include planning and executing technical activities, organizing trainings and workshops, monitoring progress, identifying challenges, and contributing to data analysis and reporting to ensure effective project delivery.

Responsibilities

Support the implementation of state-level project activities in the Amazon region (Pará, Amazonas, Mato Grosso, Rondônia) under the supervision of UNODC Brasília. Facilitate strategic engagement and dialogue with high-level institutional counterparts at state and local levels to foster political commitment for project activities. Identify opportunities to strengthen inter-institutional cooperation and build partnerships among government entities, the justice sector, environmental authorities, and Indigenous organizations. Support the planning and execution of technical activities, including trainings, workshops, and multi-stakeholder dialogues. Monitor progress against planned outputs, identify implementation challenges and risks, and propose corrective measures. Support data collection and analysis, and contribute to technical, policy, and progress reports, ensuring adherence to UNODC standards and donor requirements.

Work Experience

Requires 3 years of relevant experience, including stakeholder engagement, government relations, public policy dialogue, or institutional coordination with senior officials. Proven ability to navigate complex political environments, build partnerships, and facilitate inter-agency cooperation is essential. Experience in the Amazon region or similar complex environments is beneficial. Experience in project implementation, law enforcement, environmental governance, or criminal justice is desirable.
