Organizational Context
The Directorate of Youth and International Outreach, under the Ministry of Youth and Sports in Madagascar, is responsible for integrating Malagasy youth into sub-regional, regional, and global platforms. This role promotes youth engagement in peace and sustainable development. Madagascar is at a critical juncture, with youth-driven movements demanding improved governance and equitable access to basic services. The government's strategic framework aims to stabilize the country, implement structural reforms, and ensure credible elections, with a focus on youth participation.
Job Purpose
This assignment aims to support the Ministry of Youth and Sports in updating the National Youth Policy. Online volunteers will play a crucial role in disseminating awareness messages, facilitating consultations with diverse stakeholders including youth from rural and urban areas, diaspora, and marginalized groups. Their contribution will foster community discussions and citizen mobilization around the policy. Volunteers will also assist in data gathering for policy evaluation and contribute to monitoring and reporting on the communication campaign's impact. This initiative is vital for ensuring an inclusive, equitable, and territorialized youth policy that addresses the specific needs of all young Malagasy people and recognizes their role in national development.
Responsibilities
Online volunteers will actively disseminate awareness messages regarding the update of the National Youth Policy across various social media platforms (Facebook, X/Twitter, Instagram, TikTok, WhatsApp, LinkedIn, YouTube). They will support consultations with diverse stakeholders, including youth, to inform the policy's revision. A key responsibility is engaging youth at all levels, specifically reaching out to the Malagasy diaspora, vulnerable youth, youth with disabilities, and marginalized groups. Volunteers will encourage community discussions and citizen mobilization around the National Youth Policy. They will also contribute to surveys and polls for evaluating the current policy and assist in monitoring, reporting, and assessing the impact of the communication campaign for the policy update. Volunteers will be provided with all necessary data to support this process.
Work Experience
Candidates should possess a deep understanding of human rights and youth engagement at all levels. Experience in community engagement and writing is required. Creativity, rigor, and the ability to produce high-quality, structured, and visually appealing documents are essential. Volunteers must be capable of working independently and proactively in a multicultural environment.
Skills
Proficiency in French (working knowledge, required) and Malagasy (working knowledge, required). Working knowledge of English is desirable. Strong understanding of human rights, youth engagement, community engagement, and writing skills. Ability to work creatively, rigorously, and autonomously in a multicultural setting. Excellent communication and dissemination skills for social media.
