Organizational Context

UNICEF's mission is to promote the rights of every child, everywhere, focusing on equity for the most disadvantaged. In the Pacific, UNICEF operates across 14 island countries, including the Solomon Islands, which is classified as a fragile state. The Solomon Islands office faces geographical complexities and logistical constraints, necessitating strong planning, monitoring, and reporting systems to ensure effective programme implementation and equitable results for children.

Job Purpose

The Planning, Monitoring and Reporting Officer will strengthen results-based management within the UNICEF Solomon Islands office. This role supports programme sections in implementing UNICEF's planning and monitoring systems, enhancing data quality and utilization, and ensuring compliance with corporate and donor reporting requirements. The position also contributes to strengthening monitoring systems aligned with HACT assurance processes, focusing on programme implementation, data verification, and documenting results to improve accountability and evidence-based decision-making for children's well-being.

Responsibilities

The UN Volunteer will support programme planning and workplanning by assisting in the preparation, consolidation, and quality assurance of annual workplans, ensuring alignment with the Multi-Country Programme Document and results frameworks. They will support the use of UNICEF planning platforms and contribute to aligning UNICEF plans with UN system processes. In monitoring, data systems, and reporting, the role involves tracking progress against indicators, consolidating and analyzing programme data, maintaining data systems, and supporting the preparation of internal and external reports. The position will also contribute to field monitoring and HACT-related assurance activities, including coordinating field visits and supporting the verification of programme results. Furthermore, the role will assist in programme reviews, performance monitoring, evaluation support, knowledge management, data management, innovation, capacity building, and coordination with government counterparts and UN agencies.

Work Experience

A minimum of 7 years of progressively responsible experience in planning, monitoring, evaluation, or data management within development programmes is required. Experience in programme planning, monitoring, and reporting in development or humanitarian contexts is essential. Proficiency in Microsoft Office, particularly Excel, and data management tools is necessary. Familiarity with UNICEF or UN results-based management platforms like RAM or eTools is desirable.

Key competencies include accountability, planning and organizing, analytical thinking, problem-solving, communication, teamwork, professionalism, and adaptability. Expertise in economics, poverty reduction, livelihoods, statistics, or population science is beneficial.
