UNFPA is the UN's sexual and reproductive health agency, dedicated to expanding choices for women and young people. In the Philippines, a disaster-prone country, UNFPA's 9th Country Programme (2024-2028) aligns with national development goals and the SDGs. UNFPA leads in ensuring continuity of life-saving sexual and reproductive health (SRH) and gender-based violence (GBV) services during humanitarian emergencies. The UNV Humanitarian Emergency Response (HER) Roster supports rapid deployment of specialists to address these needs.

Job Purpose

This role is part of the UNV Humanitarian Emergency Response (HER) Roster, designed for rapid deployment during emergencies. The MHPSS Analyst will support UNFPA Philippines in strengthening capacities, enhancing inter-agency coordination, and ensuring quality assurance for Mental Health and Psycho-Social Support (MHPSS) within SRH and GBV programming. The position contributes to preparedness and emergency response efforts in a country highly vulnerable to natural disasters and conflict. The analyst will integrate MHPSS into various stages of humanitarian response, from prevention to recovery, ensuring culturally appropriate, gender-responsive, and survivor-centered interventions. This role is crucial for maintaining essential services and protecting vulnerable populations during crises.

Responsibilities

The MHPSS Analyst will conduct rapid assessments of MHPSS capacities and identify gaps within SRH and GBV programming. They will lead the adaptation and implementation of evidence-informed MHPSS interventions, ensuring cultural appropriateness and integration across the SRH/GBV continuum. Responsibilities include developing technical guidance, SOPs, and training materials, and ensuring programming adheres to protection principles and human rights. The role involves strengthening national and partner capacities through training, mentoring, and supervision, particularly for non-specialized personnel. The analyst will also develop and strengthen MHPSS monitoring, evaluation, and quality assurance systems, ensuring alignment with international standards. Representation in inter-agency coordination mechanisms and fostering partnerships with government, UN entities, and NGOs are key duties. The position supports resource mobilization and advocates for MHPSS integration in humanitarian policies.

Work Experience

Requires at least five years of professional experience in Mental Health and Psychosocial Support (MHPSS), preferably in humanitarian emergencies or conflict-affected settings. Experience with UN agencies, humanitarian clusters, or government emergency response systems is advantageous. Demonstrated expertise in IASC guidelines, PFA, and humanitarian standards is essential. Experience in developing technical guidance, training, and supervision of staff is also required.
