Job Purpose
This role supports UNFPA Philippines' humanitarian preparedness, anticipatory action, emergency response, and early recovery efforts. The Humanitarian Programme Associate will be part of the Humanitarian Response Team, providing critical administrative, operational, and coordination support to ensure the smooth and effective management of humanitarian programme interventions. The position facilitates timely planning, implementation, and quality delivery of activities by managing workflows, ensuring compliance, and supporting monitoring and reporting. The role contributes to achieving UNFPA's strategic objectives in humanitarian settings, ensuring the continuity of essential SRH and GBV services for affected populations, particularly women, girls, and adolescents, in coordination with government and humanitarian partners.
Responsibilities
The Humanitarian Programme Associate will support the implementation of the Country Programme's Humanitarian-Development-Peacebuilding (HDP) Nexus milestones. Key duties include coordinating the distribution of dignity kits and SRH supplies, compiling inputs for situation reports, and supporting UNFPA's participation in humanitarian coordination meetings (e.g., Humanitarian Country Team, SRH/GBV subclusters). The role involves tracking programme deliverables and timelines, supporting field monitoring visits, verifying data, and maintaining activity records for reports and presentations. Administrative support includes assisting with procurement and travel plans, drafting Terms of Reference, facilitating consultant payments, and liaising with operations and programme teams for smooth workflow. The Associate will also track budgets and expenditures, provide operational support for implementing partner collaboration, conduct preliminary reviews of programme files, process disbursements, and support HACT assurance activities, ensuring compliance with UNFPA policies. Additionally, the role involves assisting with communications for internal and external meetings, preparing background materials, updating contact lists, and supporting communication plan activities.
Work Experience
A minimum of three years of relevant work experience is required, with a preference for five years or more in administration, finance, and project management. Experience in financial monitoring is advantageous. Proficiency in MS Office Suite, strong writing and communication skills, and the ability to organize work effectively are essential. Experience working with government implementing partners and familiarity with UN policies are beneficial.
