Job Purpose
This role supports UNFPA's humanitarian response in the Philippines, focusing on Gender-Based Violence in Emergencies (GBViE). The analyst will serve as a field technical and coordination focal point, contributing to the planning, implementation, monitoring, and reporting of GBV prevention, risk mitigation, and response interventions in disaster- and conflict-affected areas. The position involves providing technical assistance to strengthen coordination mechanisms, referral systems, survivor-centered services, and integrating GBV risk mitigation across sectors. The role also supports capacity building, representation in coordination platforms, and ensuring adherence to international humanitarian standards, ultimately contributing to the delivery of life-saving assistance.
Responsibilities
The GBViE Analyst will support the planning, implementation, monitoring, and reporting of GBViE interventions, including prevention, risk mitigation, and response activities in emergency, recovery, and preparedness settings. This includes coordinating the establishment of Women-Friendly Spaces, supporting Cash and Voucher Assistance (CVA) and dignity kit distribution, and conducting GBV safety audits and needs assessments. The role involves integrating GBV risk mitigation across humanitarian sectors (Health, Protection, WASH, etc.), conducting field monitoring, and preparing programme updates and donor reports. Capacity building involves designing and facilitating training on GBViE, PSEA, AAP, and survivor-centered approaches, and mentoring local partners. The analyst will represent UNFPA in coordination mechanisms, support GBV sub-clusters, and foster partnerships with government agencies, UN entities, NGOs, and community organizations. Technical support includes advising on GBV programming, integrating GBV into DRRM and development planning, and assisting in developing referral pathways and SOPs.
Work Experience
Requires at least 3 years of experience (5 years for Master's degree holders) in Gender-Based Violence (GBV), humanitarian response, protection, SRH, DRRM, social work, or community development. Experience in humanitarian settings is highly desirable. Experience working with government agencies, UN entities, NGOs, and community organizations is essential. Familiarity with humanitarian standards and guidance is important. Proficiency in English and Filipino is required.
