Information Management Officer (WASH Cluster)

Organizational Context

UNICEF in Somalia operates across critical sectors including WASH, Child Protection, Health, and Education. The country faces significant challenges due to conflict, natural disasters, and climate change, impacting its large youth population and contributing to high unemployment. The WASH Cluster, led by UNICEF, collaborates with various partners to address these issues. This role supports the cluster's coordination system, aiming to improve data management and analysis for effective humanitarian response planning and resource mobilization.

Job Purpose

The Information Management Officer will support the UNICEF Somalia WASH Section by strengthening the national and sub-national WASH Cluster coordination system. This role is crucial for providing timely, accurate, and accessible data and analysis to inform key humanitarian processes. The incumbent will contribute to needs assessments, strategic planning, response monitoring, gap identification, advocacy, and resource mobilization efforts. The position directly supports the Humanitarian Needs and Response Plan, partner reporting, and evidence-based decision-making within the WASH sector, ensuring efficient and effective response delivery.

Responsibilities

The Information Management Officer will implement and maintain the WASH Cluster's information management strategy, including data collection and analysis plans. Responsibilities include managing national and sub-national response monitoring tools and databases (e.g., 3W, 4W, 5W systems), designing data collection tools, and conducting secondary data reviews. The role involves cleaning, validating, triangulating, analyzing, and securely storing data, and producing reports, dashboards, maps, and infographics. Key duties also include supporting needs analysis, calculating People in Need, and contributing to response prioritization and the Humanitarian Needs and Response Plan. The officer will maintain partner mapping, coordinate with other clusters and IM working groups, support financial tracking, and strengthen partner and government information management capacity through training. Additionally, the role will support WASH supply chain monitoring and promote accountability to affected populations, child safeguarding, and PSEA.

Work Experience

A minimum of seven years of professional experience in information management, data management, GIS, assessments, situation analysis, or monitoring and evaluation is required. Demonstrated ability to collect, clean, validate, analyze, and present data is essential. Proficiency in Microsoft Excel, data management platforms (e.g., KoBoToolbox), dashboard creation tools (e.g., Power BI, Tableau), and GIS software (e.g., ArcGIS, QGIS) is necessary. Strong communication skills and experience working collaboratively in a humanitarian setting are also required.
