Job Purpose
The Monitoring & Evaluation Officer will provide essential technical and administrative support to the UNFPA Country Office in Sierra Leone for the effective implementation of its Monitoring, Evaluation, and Reporting (MER) framework. This role is critical for ensuring high-quality program delivery and accountability across key thematic areas. The incumbent will contribute significantly to results planning, monitoring project performance, reporting on outcomes, facilitating communication, and supporting evaluations. Key contributions include assisting with data collection, managing data systems, conducting monitoring visits, and strengthening the M&E capacity of implementing partners, ultimately supporting UNFPA's transformative results.
Responsibilities
The Monitoring & Evaluation Officer will provide technical and administrative support for the UNFPA Country Office's MER framework. Key duties include: Results Planning: Contributing technical inputs to programme formulation, developing Results and Resources Plans, and supporting the creation of M&E frameworks and costed evaluation plans. This involves providing input for the UNSDCF, annual/multi-year results plans, and implementing partner workplans, as well as developing field monitoring plans and promoting the use of evaluation results for evidence-based programming. Monitoring: Providing technical input for tracking results against targets and the UNFPA Strategic Plan, supporting annual project reviews, and collaborating on monitoring work plans. The role involves supporting field monitoring, collecting and analyzing data, overseeing data quality checks, participating in joint UN results groups, and leading quarterly monitoring of milestones and work plan progress. Reporting and Communication: Designing and deploying mixed-method data collection protocols, establishing data verification workflows, and conducting data quality spot-checks. Ensuring data is disaggregated by sex, age, location, and disability, and creating user-friendly reporting templates for partners. Synthesizing quantitative and qualitative data into analytical reports, trend projections, and visualizations, and leading monitoring field visits. Evaluation: Supporting the Country Office in implementing the UNFPA Evaluation Policy, assisting with the development and monitoring of a costed evaluation plan, and participating in interagency M&E coordination and the UNFPA M&E network. Promoting the use of evaluation findings and supporting capacity development in M&E.
Work Experience
A minimum of three years of relevant experience in monitoring and evaluation, data collection, or programme management is required. Experience in planning and implementing project monitoring activities with stakeholders and familiarity with Results-Based Management (RBM) are highly desirable. Strong analytical, report writing, and computer skills, including statistical and database software, are essential.
