Climate Action Officer

Organizational Context

The International Organization for Migration (IOM) in the Philippines addresses multifaceted migration issues, including those linked to climate change, displacement, and hazards. Operating across the humanitarian-peace-development nexus, IOM supports affected populations with recovery and resilience-building. The organization is initiating a project to enhance regional knowledge and capacity on the migration and climate change nexus, aiming to bolster government efforts in data, policy, and action at all levels.

Job Purpose

The Climate Action Officer will support IOM Philippines' climate mobility and displacement program, specifically contributing to the "Building Knowledge and Capacity on the Migration and Climate Change Nexus in South-East Asia" project. The role involves supporting the design and delivery of policies and programmatic interventions aligned with the Philippine government's priorities on climate change and human mobility. The officer will also contribute to sustainable adaptation and community resilience through a people-centered approach, working within IOM's country office and collaborating with various stakeholders to integrate climate action into migration programming.

Responsibilities

The Climate Action Officer will support strategic partnerships with government bodies, civil society, and the private sector on climate change and human mobility. This includes participating in relevant UN and interagency forums to ensure mobility considerations are included. The role involves providing technical support to Philippine government agencies for policy and programming enhancement. The officer will contribute to project work plan development and implementation, ensuring alignment with donor priorities and government needs. They will support the mainstreaming of climate action across IOM interventions and organize coordination meetings. Additionally, the officer will liaunt with IOM regional and headquarters offices for knowledge sharing and identify new programmatic opportunities. Responsibilities also include contributing to data and research initiatives, drafting strategic documents, developing capacity-building initiatives, and supporting donor reporting. Communication efforts will focus on developing strategic materials and ensuring visibility of IOM's climate action initiatives.

Work Experience

A minimum of three years of relevant experience is required, including policy/programme/project design and management related to climate change and/or migration. Experience in coordination, liaison with government bodies and UN agencies, communications, strategic writing, and fundraising is essential. Familiarity with IOM's programs, experience in a multicultural setting, and knowledge of regional/international climate and migration mechanisms are advantageous.
