Organizational Context

The United Nations Office for Project Services (UNOPS) in Micronesia supports sustainable development by providing practical solutions in infrastructure, project management, and procurement. The UN DESA project "Localizing the SDGs through More Resilient, Inclusive, and Sustainable Infrastructure (Phase 2)" aims to strengthen local and national government capacity in planning, managing, and sustaining resilient infrastructure systems. This initiative focuses on institutionalizing Infrastructure Asset Management (IAM) practices and enhancing policy frameworks to foster sustainable and inclusive infrastructure development.

Job Purpose

The Civil Engineer will provide crucial technical and coordination support for the UN DESA project in the Federated States of Micronesia. This role involves collaborating closely with government counterparts, local authorities, international consultants, and UN DESA/UNOPS teams. The engineer will be instrumental in adapting IAM approaches to the local context, facilitating stakeholder engagement, contributing to diagnostic and capacity-building activities, and ensuring the effective implementation, follow-up, and documentation of IAM-related tasks. The ultimate goal is to improve infrastructure asset management practices and strengthen institutional capacity for resilient and sustainable infrastructure.

Responsibilities

The UNV Civil Engineer will support diagnostic missions and asset management profiling by liaising with national authorities, developing implementation schedules, and reviewing existing IAM frameworks. This includes conducting interviews, supporting self-assessments, and analyzing findings to prepare customized Asset Management Profiles for local governments. The role also involves supporting in-person IAM workshops by preparing training content, identifying national references, and facilitating discussions on AMAPs, data management, and climate risk assessments. In Phase 2, the engineer will provide technical assistance for AMAP implementation, review developed plans, and support the preparation of Terms of Reference for necessary services. Additionally, the position requires contributing to a National IAM Enabling Environment Roadmap by conducting desk reviews, supporting stakeholder consultations, and preparing reports and validation workshops.

Work Experience

A minimum of 5 years of progressively responsible experience in infrastructure, infrastructure asset management (IAM), or urban development is required. This experience should demonstrate expertise in areas such as asset inventories, lifecycle planning, service delivery, public sector investment planning, or institutional capacity development. Knowledge of the Federated States of Micronesia’s public sector and infrastructure systems is also required. Familiarity with SDGs and UN IAM tools is desirable.
