Organizational Context
UNHCR India is dedicated to protecting and assisting refugees, asylum-seekers, and displaced persons by ensuring access to essential services and durable solutions. The organization focuses on promoting well-being and self-reliance. To ensure accountability and improve programming, UNHCR India conducts annual Post Distribution Monitoring (PDM) exercises. These assessments evaluate the effectiveness, relevance, and utilization of food and cash assistance, ensuring it reaches intended beneficiaries and meets their critical needs and protection requirements.
Job Purpose
This assignment supports UNHCR India's Post Distribution Monitoring (PDM) for food and cash assistance programs. The primary purpose is to gather crucial data from beneficiaries to assess the effectiveness, timeliness, safety, and dignity of aid delivery. Findings will directly inform program improvements and enhance accountability to affected populations. The role contributes to achieving Sustainable Development Goals, specifically SDG 1 (No Poverty), SDG 2 (Zero Hunger), and SDG 10 (Reduced Inequalities) by supporting vulnerable households. It also reinforces SDG 16 (Peace, Justice and Strong Institutions) through promoting evidence-based decision-making and transparency in humanitarian efforts.
Responsibilities
Online volunteers will conduct telephonic Post Distribution Monitoring (PDM) interviews with beneficiaries who have received food and/or cash assistance, adhering to a provided questionnaire and guidance. Key duties include explaining the interview's purpose, obtaining informed consent, and ensuring voluntary participation without affecting access to services. Volunteers will verify the receipt, type, quantity, timing, accessibility, and utilization of assistance. They will collect beneficiary feedback on satisfaction and the appropriateness of the aid. Responses must be accurately recorded using designated tools like Kobo. Volunteers will support data quality checks and timely submission of completed questionnaires, maintaining neutrality, confidentiality, and adherence to UNHCR's protection and safeguarding principles. They must avoid making promises, offering case advice, or influencing responses.
Work Experience
Previous experience in conducting surveys, assessments, community outreach, monitoring activities, or humanitarian programs is desirable. Strong communication and interviewing skills, including active listening and accurate recording, are essential. The ability to engage respectfully and patiently with refugee and asylum-seeking communities is also important. Familiarity with digital data collection platforms like Kobo Toolbox or ODK is an asset.
