Construction Engineer

Addressing territorial and social inequalities, UNICEF Togo implements projects to enhance child development environments through the construction and rehabilitation of social infrastructure like schools and health facilities, supported by partners such as KOICA. This role supports these critical infrastructure initiatives.

Job Purpose

The Construction Engineer will support UNICEF Togo in the preparation, technical supervision, and quality control of construction and rehabilitation projects for essential social infrastructure. This includes early childhood development facilities, educational buildings, civil registration systems, and WASH facilities. The role involves close coordination with consulting firms, contractors, and government partners to ensure projects meet UNICEF standards, local requirements, and are completed on time and within budget. The objective is to contribute to sustainably improving the environment for child development and well-being by ensuring the quality and safety of constructed facilities.

Responsibilities

The Construction Engineer will prepare annual construction work plans and provide technical support for construction project management to UNICEF Programme/Operations sections. This includes assisting in project proposals, planning, and drafting terms of reference. The role involves drafting construction scopes, ensuring compliance with UNICEF norms (child-friendly, accessibility, security) and local standards, and verifying technical documents like design drawings and specifications. Responsibilities extend to obtaining necessary permits, supporting the procurement process by preparing tender documents and evaluating technical proposals, and conducting regular site visits for close monitoring of construction activities. The engineer will ensure work compliance with norms, standards, and timelines, verify quality and safety, certify payments, manage contract variations, and participate in project reception and final reporting, including lessons learned.

Work Experience

A minimum of three years of professional experience in construction project monitoring, site supervision, and quality assurance is required. Experience with Education, Protection, or WASH programs, working in developing countries, and with UN agencies is desirable. Familiarity with construction project cycles, from needs assessment to evaluation, and proficiency in MS Office applications are necessary.
