Health Officer (Primary Health Care)

The focus is on enhancing Primary Health Care (PHC) services to ensure equitable access to quality healthcare for all.

Job Purpose

This role supports UNICEF Lebanon's comprehensive program to strengthen primary health care services and health systems amidst severe economic and humanitarian crises. The Health Officer will contribute to key interventions including upgrading PHC centers, expanding community health programs like AaSalameh, implementing quality improvement methodologies (KAIZEN, 5S), enhancing healthcare worker capacity, and supporting digital health transformation. The position is crucial for improving maternal, newborn, and child health services, immunization, nutrition, and overall health system resilience, acting as a vital link between donors and implementing agencies.

Responsibilities

The Health Officer will assist the Chief Health in coordinating and implementing Japan-funded health program activities. This includes facilitating communication among UNICEF, the Ministry of Public Health, healthcare facilities, partners, and Japanese stakeholders, and organizing meetings and field visits. The role involves monitoring PHC infrastructure improvements, medical equipment installation, and the AaSalameh initiative, while contributing to quality improvement activities using KAIZEN and 5S methodologies. Additionally, the officer will support capacity building through training material development and knowledge exchange, and assist in the implementation and monitoring of digital health platforms. Responsibilities also include preparing technical reports, donor updates, and documenting lessons learned and best practices.

Work Experience

A minimum of 3 years of relevant experience is required, preferably in medicine, emergency medicine, or public health. Experience in managing emergencies and related clinical knowledge is desirable. Strong organizational, coordination, analytical, writing, and communication skills are essential, along with the ability to work effectively in multicultural environments and proficiency in Microsoft Office.
