Procurement Associate
Organizational Context
The United Nations Development Programme (UNDP) in Ukraine supports strategic capacity development for inclusive growth and sustainable human development, aligning with the 2030 Agenda and SDGs. In response to the full-scale war since February 2022, which has caused critical environmental damage, UNDP is supporting the State Operational Center on Environmental Damage Assessment. This center requires external assistance to develop legislation and practical mechanisms for recording environmental damage and to support recovery actions.
Job Purpose
The Procurement Associate will provide essential support to UNDP Ukraine's efforts in addressing the environmental impact of the ongoing war. This role is crucial for the State Operational Center on Environmental Damage Assessment, which needs external assistance for recovery actions and capacity building. The incumbent will perform all necessary procurement tasks for goods, services, and individual consultants, ensuring compliance with UNDP rules and regulations. This includes reviewing terms of reference, managing RFPs, seeking bids, and processing applications, thereby contributing directly to the project's operational efficiency and the critical task of documenting and mitigating environmental damage.
Responsibilities
The Procurement Associate will ensure the transparent and efficient administration of procurement services and processes for the project, adhering strictly to UN/UNDP rules, regulations, policies, and strategies. Key duties include contributing to the preparation and updating of the Procurement Plan, maintaining corporate procurement systems, and supporting procurement tracking tools. The role involves organizing procurement processes such as RFQs, ITBs, and RFPs, evaluating bids, negotiating contract conditions, and preparing submissions for relevant committees. Responsibilities also encompass verifying and supporting the drafting of Terms of Reference, acting as secretary for tender processes, conducting tenders in Quantum, and managing contracts proactively. The associate will liaise with stakeholders, prepare Purchase Orders and contracts, support asset disposal, maintain procurement documentation, ensure timely provision of supplies, and assist in problem-solving and risk analysis within procurement activities.
Work Experience
A minimum of three years of relevant experience at the national or international level in procurement, supply chain, or logistics is required. Proficiency in MS Office (Word, Excel), knowledge of automated procurement systems, and experience with web-based management systems are essential. The candidate should demonstrate adaptability in challenging environments, effective teamwork, self-motivation, and the ability to work under tight deadlines. Familiarity with the SDG, crisis response, and UN system is beneficial.
Skills

Technical skills encompass proficiency in computer and office software packages, knowledge of automated procurement systems, and experience with spreadsheet, database, and web-based management systems. Expertise in climate change, environment, energy, logistics, and procurement is also relevant.
