Education in Emergencies Officer (HER Roster)

Organizational Context

UNICEF Viet Nam operates in a country highly vulnerable to natural hazards that disrupt children's education. The UNV Regional Office for Asia and the Pacific (ROAP) supports emergency response through its Humanitarian Emergency Response (HER) Roster. UNICEF collaborates with the Ministry of Education and Training and other partners to strengthen emergency preparedness, response, and recovery in the education sector, guided by UNICEF's Core Commitments for Children in Humanitarian Action.

Job Purpose

This assignment supports UNICEF Viet Nam's Education in Emergencies (EiE) programme, contributing to the planning, implementation, monitoring, reporting, and coordination of interventions for crisis-affected children. The role aims to ensure continuity of learning and enhance the resilience of education systems against future shocks. The UNV HER Roster facilitates rapid recruitment for such emergency assignments, with shortlisted candidates potentially being placed on the roster for up to six months, subject to emergency needs and host entity approval.

Responsibilities

Provide technical support for the timely implementation of UNICEF's education response programmes in affected provinces, including managing the EiE supply plan, procurement, and distribution. Maintain close coordination with government counterparts (MOET, DOETs) and sector members for programme development, workshops, and training. Facilitate communication plans and conduct field visits to monitor EiE activities, reporting actionable findings. Monitor the EiE response against agreed targets, coordinating with other sectors and cross-cutting working groups. Prepare situation analysis updates and donor reports, maintaining systematic records within the HPM System. Assist in communication, visibility, and resource mobilization efforts, including developing donor proposals and documenting success stories. Support the coordination of the Education Sector Group (ESG) and UN joint response teams, ensuring inclusive responses and accountability to affected populations, including capacity building for officials and developing programme documents.

Work Experience

A minimum of three years of relevant experience in development planning and management within formal or non-formal education, with at least three years in field-based roles dealing with large-scale emergencies or displaced populations. Experience in Education in Emergencies (EiE) response, including supporting the EiE Sector Group and cluster approach, is an asset. Fluency in English and Vietnamese is required.
