UNICEF Viet Nam, as part of the UNV Regional Office for Asia and the Pacific (ROAP), supports vulnerable households with children affected by disasters through Humanitarian Cash Transfer (HCT) programmes. The Social Policy and Governance Section leads this initiative, coordinating with government counterparts. Efficient beneficiary data management is crucial for timely and accountable assistance delivery, presenting an ongoing operational challenge that this role aims to address.
Job Purpose
This assignment supports UNICEF Viet Nam's humanitarian cash transfer programme, focusing on emergency preparedness and response. The Humanitarian Cash Transfer (HCT) Beneficiary Data Associate will play a key role in validating and managing beneficiary data using UNICEF's HOPE digital solution. Working collaboratively with UNICEF teams, implementing partners, and government counterparts, the associate will strengthen beneficiary registration, data validation, and quality processes. The ultimate goal is to enhance the data management systems, ensuring the timely and effective delivery of humanitarian cash assistance to affected populations during emergencies and future disaster responses.
Responsibilities
The Humanitarian Cash Transfer (HCT) Beneficiary Data Management Associate will support beneficiary data registration, validation, and management by reviewing submitted data for accuracy and completeness, identifying and resolving inconsistencies, and converting information into UNICEF's HOPE standard templates. They will maintain and update beneficiary records, ensuring consistency between HOPE and local government datasets, and collaborate with Programme Officers and the Technology for Development Officer to validate data before and after import into HOPE. Additionally, the associate will process beneficiary updates through the HOPE grievance management system, correct information, and organize supporting documentation for reconciliation and audit purposes. They will also contribute to improving digital registration systems by supporting the design, testing, and rollout of online tools, conducting user testing, and identifying process improvements for digital data collection platforms.
Work Experience
A minimum of 1 month of experience is required, with 1 year of relevant experience being desirable. This includes demonstrated experience managing large datasets, ensuring data quality, accuracy, and consistency. Experience in data management, technology, and digitalization, particularly with digital data collection platforms like KoboToolbox, is beneficial. Familiarity with beneficiary data management in humanitarian settings and proficiency in Microsoft Office Suite (especially Excel) are also important.
