Organizational Context
MONUSCO, established in 1999 under the UN Department of Peacekeeping Operations, supports the DRC government in protecting civilians and stabilizing the nation. This involves reducing threats from armed groups, combating violence against civilians, and establishing functional state institutions. The project aims to improve understanding of human rights violations and inform policy decisions regarding security force vetting, operational planning, and advocacy efforts within the DRC.
Job Purpose
The Associate Political Affairs Officer will support the Political Affairs Division in MONUSCO's mission headquarters. The role involves gathering, analyzing, and disseminating political information relevant to the Democratic Republic of Congo, particularly within the assigned operational area. The incumbent will monitor national and provincial political developments, advise mission leadership, and maintain contact with various stakeholders including government authorities, UN partners, local political actors, and civil society groups. This position requires providing substantive support for mandate implementation, contributing to reports, and assisting in conflict resolution initiatives.
Responsibilities
Under the direct supervision of the Head of Section, the UN Volunteer will gather, verify, and analyze political information from various sources. They will maintain up-to-date knowledge of political issues in the DRC, especially those affecting their operational area, and provide updates to senior officials. The role includes monitoring national and provincial political developments, advising the Mission, and providing technical and substantive support for the Political Affairs Division's mandate. Maintaining contact with mission components, UN partners, government authorities, local political actors, and civil society is crucial. Responsibilities also involve assisting in report compilation, preparing for meetings, coordinating visits, monitoring intergovernmental actions, maintaining databases on disputes, participating in fact-finding missions, and supporting conflict resolution initiatives. The role may also involve preparing presentations and conducting field visits in challenging circumstances, with an emphasis on capacity development for national staff.
Work Experience
A minimum of three years of relevant professional experience in Political Affairs is required. This includes experience in gathering, analyzing, and reporting on political developments and engaging with various stakeholders.
Skills
Key competencies include professionalism, integrity, communication, teamwork, respect for diversity, and planning and organizing. Expertise in security and protection, development programmes, and business management is desirable. Skills in communication, advocacy, public information, community development, emergency preparedness, and crisis response are also important.
