Data Enumerators- Mobility Tracking Matrix (MTM)

Organizational Context

IOM Kyrgyzstan aims to ensure safe, orderly, and beneficial migration, strengthening governance, protecting migrant rights, supporting labor mobility, and responding to humanitarian needs. The UN Volunteer assignment supports the Mobility Tracking Matrix (MTM), established in 2022, which monitors displacement and population mobility across Kyrgyzstan. This initiative, funded by the EU and SDC, collects data through various assessments to enhance understanding of human mobility trends, needs, and vulnerabilities within and from Kyrgyzstan.

Job Purpose

The UN Volunteer will support the implementation of the Mobility Tracking Matrix (MTM) in Kyrgyzstan, a system adapted from IOM's Global Displacement Tracking Matrix (DTM) methodology. The MTM tracks and monitors displacement and population mobility, systematically capturing and disseminating information to better understand the movements and evolving needs of mobile populations. Through data collection activities funded by the European Union and the Swiss Agency for Development and Cooperation, the assignment aims to significantly enhance the understanding of human mobility dynamics, trends, needs, and vulnerabilities in, to, and from Kyrgyzstan.

Responsibilities

Under the supervision of the IOM Programme Coordinator and MTM Project Assistant, Data Enumerators will conduct Key Informant Interviews (KIIs) with community leaders, religious figures, diaspora representatives, and returned migrants. Responsibilities include ensuring data accuracy and completeness, conducting direct observations, performing follow-up interviews, and taking photos with consent. Enumerators must adhere to IOM guidelines and code of conduct, ensuring data confidentiality and security. They will participate in training, respect individual privacy and rights, and obtain informed consent. Additional tasks involve developing fieldwork plans, coordinating daily schedules with supervisors, preparing necessary equipment, establishing good relationships with community focal points, validating information, keeping detailed activity records, documenting field challenges, and submitting completed survey forms and data into KOBO.

Work Experience

A minimum of 1 month of experience is required, with at least 1 year of relevant experience in conducting community and household assessments and surveys. Knowledge of the relationship between migration and development is beneficial. Prior experience working with international organizations or UN agencies is an advantage.

Skills

The role requires strong adherence to IOM's core competencies, including inclusion and respect for diversity, integrity, transparency, and professionalism. Key behavioral indicators include teamwork, delivering results, managing and sharing knowledge, accountability, and effective communication. Specific skills include conducting interviews, ensuring data accuracy, maintaining confidentiality, and coordinating fieldwork. Fluency in Kyrgyz and Russian is required, with working knowledge of English being desirable.
