Organizational Context
MONUSCO, established in 1999, supports the Democratic Republic of the Congo's efforts in civilian protection, stabilization, and the establishment of accountable state institutions. Operating in a complex and deteriorating security environment, particularly in eastern DRC, the mission adapts its posture to support civilian protection and coordinate with national and international partners. This UNV assignment is based in Entebbe, Uganda, contributing to the mission's mandate.
Job Purpose
This UNV assignment supports MONUSCO, the UN Organization Stabilization Mission in the Democratic Republic of the Congo. The mission, which evolved from MONUC, is in a critical phase (2021-2025) balancing core responsibilities like civilian protection with a gradual, responsible transition. The role is crucial in navigating the complex security situation, especially in North Kivu, by supporting civilian protection efforts, coordinating with national authorities, and engaging international partners. The assignment is based in Entebbe, Uganda, contributing to the mission's operational effectiveness and strategic objectives.
Responsibilities
The Requisitions Assistant is responsible for preparing and monitoring requisitions for diverse services and commodities, ensuring timely delivery according to the mission's acquisition plan. This includes prioritizing requests based on changing needs and emergencies, and liaising with relevant units for item availability. The role involves preparing requisitions for service contracts and maintenance plans, ensuring sufficient funds, and monitoring lead times for realistic delivery dates. Collaboration with technical units is essential for preparing specifications (SOWs, TORs) for new commodities. The assistant will also monitor procurement processes, perform local market searches, and ensure compliance with mission policies and SOPs. Internal control systems for accurate record-keeping and audit trails are maintained. Additionally, the role involves supervising junior staff and managing activities within the area of responsibility.
Work Experience
Requires at least five years of progressively responsible experience in administration, budget, accounting, or finance. Experience in budget preparation, monitoring, and reporting is essential. Familiarity with SAP modules (Financial Accounting, Funds Management) or UN systems like Umoja is advantageous. Experience in humanitarian or UN field operations, including vendor coordination, is a plus.
Skills
Key competencies include accountability, adaptability, flexibility, judgment, decision-making, planning, organization, professionalism, and self-management. Technical skills in administration, IT/telecommunications, logistics, and procurement are necessary. Fluency in English with excellent communication skills is required. Proficiency in MS Office Suite (Excel, Word, PowerPoint, Outlook) is essential.
