Organizational Context

The United Nations Volunteers (UNV) in Colombia mobilizes knowledge, experience, and resources to advance peacebuilding, reconciliation, and human development. The UN Development Programme (UNDP) fosters strategic partnerships to strengthen democratic governance, eradicate poverty, protect biodiversity, and respond to crises. UNDP promotes local and regional capacity building, working with the UN System and international community to align with national needs and the 2030 Agenda. This role supports a project focused on social protection and human development, aiming to implement entrepreneurship and financial inclusion pathways for diverse sexual orientations and gender identities (OSIGD).

Job Purpose

The UN Volunteer will provide specialized technical assistance to public, private, and community actors to strengthen institutional capacities. The role focuses on promoting inclusive participation, multi-stakeholder dialogue, and territorial coordination to reduce barriers hindering economic opportunities for the OSIGD population in prioritized regions. Key activities include developing technical inputs for institutional strengthening, designing protocols for inclusive environments free from prejudice-based violence, providing on-the-ground support for identifying access barriers to services and economic opportunities, and consolidating technical reports on dialogue and collaborative governance processes. This position contributes to the UNDP's Country Programme 2025-2027, supporting Colombia's transition to peace and its development goals.

Responsibilities

Provide specialized technical assistance to public, private, and community actors to enhance institutional capacities. Promote inclusive participation, multi-stakeholder dialogue, and territorial coordination to reduce barriers affecting the permanence and utilization of economic opportunities for the OSIGD population in prioritized territories. Specific activities include: developing and reviewing technical inputs for the project's institutional strengthening route; supporting the design and structuring of a protocol to promote inclusive environments free from prejudice-based violence; offering technical and field-level accompaniment for identifying barriers to services and economic opportunities for the OSIGD population; and preparing and consolidating technical reports on support provided to dialogue, social deliberation, and collaborative governance spaces.

Work Experience

Minimum of three years of general experience and at least two years of relevant experience. This includes community engagement or institutional strengthening related to citizen participation, social dialogue, or public management effectiveness. Experience with gender approaches, sexual diversity (OSIGD), or human rights is required. Experience working with the OSIGD population on entrepreneurship is advantageous, as is prior work with the UN or other international development organizations.

Skills

Core competencies include accountability, adaptability, flexibility, creativity, judgment, decision-making, planning, organization, professionalism, and self-management. Technical expertise areas include community development, human rights, humanitarian affairs, and protection. Strong oral and written communication, document drafting, interpersonal skills, cultural sensitivity, and proficiency in Microsoft Office are essential.
