Organizational Context

The UNFPA Djibouti Country Office partners with government, institutions, and civil society to implement its mandate, guided by the Programme of Action from the 1994 International Conference on Population and Development (ICPD) and the Sustainable Development Goals (SDGs). Its focus areas include sexual and reproductive health, human rights, gender equality, and population and development issues. UNFPA provides technical and financial support for population data collection, analysis, and dissemination to inform effective decision-making and strengthen the national health system for improved access to quality sexual and reproductive health and rights services.

Job Purpose

This role supports the UNFPA Djibouti Country Office in strengthening the national health system to enhance access to integrated, quality sexual and reproductive health and rights (SRHR) services. The assignment focuses on key priorities such as reducing preventable maternal deaths, family planning, strengthening the role of midwives, and integrating services for gender-based violence (GBV) prevention and management, and the consequences of female genital mutilation (FGM). The period from September to December 2026 is critical for consolidating ongoing interventions, improving coordination, building national capacities, and preparing for continuity in 2027. The UN Volunteer Specialist will provide intensive technical support to the Country Office and national partners during this transition phase.

Responsibilities

The Specialist will strengthen the health system by reviewing UNFPA-supported SRHR interventions, identifying access and quality barriers, and integrating SRHR priorities into health sector plans. They will enhance links between community, facility, and specialized services, proposing realistic measures for service continuity beyond December 2026. Responsibilities also include supporting the definition of integrated SRH-GBV-FGM service packages, strengthening referral systems, and operationalizing GBV standard operating procedures. The role involves supporting the Maternal Death Surveillance and Response (MDSR) committee, improving follow-up on recommendations, and strengthening the role of midwives. Additionally, the Specialist will support the improvement of family planning services, monitor the availability of reproductive health products, and contribute to national financing dialogues for reproductive health. Coordination, knowledge transfer, and preparing transition roadmaps and budgets for 2027 are also key duties.

Work Experience

Requires at least six (6) years of experience in sexual and reproductive health programs, with demonstrated experience in maternal health, family planning, MDSR, midwifery, GBV, or FGM. Experience in health system strengthening, service integration, reproductive health product security, and collaboration with government ministries, civil society, and UN partners is essential. A strong background with UNFPA, including at least three years of direct experience or implementing UNFPA-supported programs, is required, along with a thorough understanding of UNFPA's mandate and operational context.
