The United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) was established in 1999 under the UN Department of Peacekeeping Operations. Job Purpose
The Associate Civil Affairs Officer will support the Civil Affairs Section (CAS) in its mandate to protect civilians and promote stabilization in the Democratic Republic of the Congo. The role requires analyzing potential threats to civilians and community conflicts, providing technical assistance to strengthen local protection mechanisms, and participating in joint missions. The officer will foster dialogue, support reconciliation efforts, and collaborate with UN agencies and NGOs to advance peace and state institution strengthening.
Responsibilities
The UN Volunteer will report to the Civil Affairs Team Leader and engage with local authorities, leaders, civil society, and organizations to communicate MONUSCO's mandate. Key duties include analyzing threats to civilians and community conflicts, providing technical support to enhance local protection mechanisms, and participating in joint assessment and protection missions. The role involves fostering dialogue, confidence-building, and cooperation, and assisting local actors in conflict management. The officer will also provide technical assistance to civil society groups promoting peace, coordinate with other UN agencies and NGOs, and support CAS mandated activities. Reporting on conflict management, protection of civilians, and stabilization activities is crucial, as is maintaining databases for partners and results-based budgeting. The role also includes producing analytical reports, supporting the Joint Operations Centre, and participating in meetings on behalf of CAS. Capacity development of national personnel through coaching and training is also a responsibility.
Work Experience
A minimum of three years of relevant professional experience is required. Experience in programme management, community-level dialogue and reconciliation, protection of civilians, civil society development, or support to state institutions is a strong asset. Proficiency in Microsoft Office Suite is also necessary.
