Organizational Context

MONUSCO, established in 1999 under DPKO, supports the DRC government in protecting civilians and stabilizing the nation. Its mandate includes reducing threats from armed groups, combating sexual and gender-based violence, and fostering functional state institutions. The mission also aims to improve understanding of human rights violations and inform policy on security force vetting and operations.

Job Purpose

The National Associate Civil Affairs Officer will support the Chief Civil Affairs Section in managing the Community Alert Network (CAN) and contributing to the Situational Awareness Geospatial Enterprise (SAGE) database. This role involves coordinating field activities, generating analytical reports on civilian protection incidents, and advising management on early warning issues. The officer will also monitor the SAGE interface, recommend database improvements, and ensure CAN stations are operational, contributing to capacity building and mission planning.

Responsibilities

Support the management and development of the Community Alert Network (CAN) and the SAGE database, coordinating related field activities. Generate analytical weekly and monthly reports on Protection of Civilians (POC) incidents and protection responses, advising management on early warning issues. Monitor the Civil Affairs SAGE interface in coordination with CITS, recommending improvements for the database and GIS to generate accurate context maps. Ensure CAN stations are operational, identify hot spots, and support the CAN extension plan. Contribute to capacity building for CAN focal points on reporting using the SAGE interface. Participate in overall mission monitoring and planning, and actively engage in the SAGE task force and steering committee. Ensure the functionality of protection tools and the Early Warning System (EWS) at field offices, producing and updating conflict maps. Facilitate structured dialogue sessions between conflicting parties to reduce tension and violence.

Work Experience

Requires 3 years of relevant experience. This includes solid experience or a degree in International Law, Political Science, Social Sciences, Sociology, or a related field. A combination of education and experience may substitute for an advanced degree. Formal training in basic statistical analysis is also required.
