Job Purpose
This role provides essential support to the WHO country office in Djibouti, focusing on the timely and efficient procurement of goods and services. The objective is to ensure the procurement process is effective, transparent, and maintains integrity, aligning with WHO country cooperation strategies and UN country team harmonization. The incumbent will manage day-to-day procurement tasks independently, adhering to WHO guidelines, and escalate complex issues to supervisors. This position contributes to establishing a strong WHO country presence and supporting national health agendas.
Responsibilities
The Procurement/Logistics Assistant will analyze and prepare procurement requests for various programs, ensuring compliance with WHO guidelines, accuracy, and fund availability. They will utilize the Global Supply Management (GSM) system to initiate local purchase requests, monitor their status, and ensure timely delivery of goods and services, including drafting purchase order amendments. The role involves assisting in preparing requests for price estimates, obtaining cost quotations, and implementing procurement decisions. Additionally, the assistant will help draft bid invitations, compile offers, prepare bid summaries, and draft adjudication reports. They will also arrange Country Procurement Committee meetings, maintain and update the supplier database, and prepare periodic procurement reports. Other duties include verifying data, answering queries, identifying transaction gaps, recommending solutions, and providing general administrative support.
Work Experience
A minimum of three years of progressive experience in procurement is required. Experience within the UN system is desirable. Proficiency in Microsoft applications is essential, and knowledge of ERP/Oracle applications is considered an asset.
Skills
Key competencies include expertise in logistics, procurement, and commodities management. Strong knowledge of Microsoft applications is necessary, with familiarity in ERP/Oracle systems being beneficial. The role requires adherence to WHO procurement guidelines and effective use of supply chain management systems.
