Good Governance and Anti-Corruption Specialist

Organizational Context

The United Nations Development Programme (UNDP) operates in approximately 170 countries, focusing on poverty eradication, reducing inequalities, and building resilience to achieve the Sustainable Development Goals. In Namibia, UNDP collaborates with the European Union on a Good Governance and anti-corruption initiative. This project aims to strengthen public financial management, improve the enabling environment for civil society, and enhance service delivery, despite Namibia's generally strong governance indicators, which are showing concerning trends in participation, accountability, and transparency, with rising perceptions of corruption.

Job Purpose

This role supports the EU/UNDP collaboration on Good Governance in Namibia, focusing on combating corruption and strengthening public financial management. The specialist will provide strategic direction and oversee the project's implementation, ensuring alignment with UN and EU objectives. Key contributions include advising the Anti-Corruption Commission on legislation and policies, developing anti-corruption frameworks, and building capacity of national institutions. The role also involves engaging with diverse stakeholders, including government, civil society, and development partners, to foster participation and support for anti-corruption efforts. The objective is to enhance governance performance and promote transparency, particularly for vulnerable populations, addressing the increasing perception of corruption and declining trust in institutions.

Responsibilities

The Good Governance and Anti-Corruption Specialist will provide technical leadership and expertise in anti-corruption, public financial management, and economic governance, ensuring project interventions are evidence-based and sustainable. This includes advising on and upgrading legislation in line with UNCAC, and supporting the capacity-building of national anti-corruption institutions. The specialist will guide the design and development of national anti-corruption strategies, campaigns, and accountability mechanisms, involving media, private sector, NGOs, and CBOs. Stakeholder engagement is crucial, fostering cooperation with government, UN agencies, civil society, and development partners. The role also involves developing and implementing a monitoring and evaluation system to track progress and impact, documenting lessons learned, and preparing high-quality progress and donor reports. Contributions to programme development and resource mobilization through donor and partner engagement are also expected.

Work Experience

A minimum of seven years of relevant experience is required, including designing national anti-corruption policies, strategies, and public campaigns. Expertise in corruption prevention theories, concepts, and approaches, as well as knowledge of the UN Convention against Corruption (UNCAC) are essential. Experience in project management, stakeholder engagement, technical leadership, monitoring, evaluation, and reporting is necessary. Experience with UNDP or UN agencies and in the Africa region is desirable.

The role requires fostering open communication, managing conflict constructively, and promoting knowledge sharing. Specific technical skills encompass project management, programme development, strategic planning, and legal affairs expertise.
